Village of Romeoville 1050 W Romeo Rd Meeting Minutes Wednesday, February 15, 2017 6:00 PM Village Hall Board Room 1050 W. Romeo Rd. Village Board - Workshop Meeting Village Board - Workshop Meeting Meeting Minutes February 15, 2017 1. CALL TO ORDER-Roll Call Present 5- Linda Palmiter, Ken Griffin, Dave Richards, Brian A. Clancy Sr., and John Noak Absent 1- Jose Chavez 2. POSTING OF COLORS-PLEDGE OF ALLEGIANCE 3. ITEMS FOR DISCUSSION 17-2329 Presentation to the Len Zarek Family Mayor Noak presented a plaque to the family of Len Zarek in recognition of all he did for the Village of Romeoville. His daughter Susan thanked the Mayor and Board for this recognition. 17-2330 Presentation by Continental Properties Continental Properties presented a $10,000 check to the Village for the new animal control facility. RES17-2260 A Resolution to Waive the Bid Process and Accept the Price Quote for De-Icing Equipment for the Snow Removal Program Mr Bjork reported that Public Works has funds allocated for the purchase of de-icing equipment for the snow removal program. Monroe Truck Equipment has provided a price quote for a brine storage tank and pump plus an additional storage tank. The pumping system and tank will be placed at the satellite Budler Road facility and the other tank will be placed next to the existing tank an the main facility. The additional tank will provide additional storage that may be necessary for occurrences of consecutive snow events, and also enables one tank to be emptied at a time so that a full semi-tanker refill can be received and cost savings be realized. Monroe Truck has outfitted us with all of our de-icing equipment in the past, and this equipment will be compatible with the existing equipment. RES17-2262 A Resolution Waiving the Public Bidding Process and Authorizing a Contract for Professional Services with Wight & Company for Design Services-Animal Control Center Mrs Caldwell reported that Wight and Company has completed a conceptual plan for the Animal Control Center to be located on Schwab Circle. The contract for these services is currently estimated at $33,250. We are requesting a not to exceed amount of $40,000 as we are still waiting for estimates for the technology and cost estimating portion. RES17-2261 A Resolution Authorizing An Amendment to An Existing License Village of Romeoville Page 1 Printed on 4/7/2017 Village Board - Workshop Meeting Meeting Minutes February 15, 2017 for Real Property (U.S. Army Corps of Engineers-Grounding System, Covers, Warning Signage and Grounding Mesh-135th Street Bridge) Mr Vogel reported that in 2012 the Village approved a resolution that authorized a license agreement with the U.S. Army Corp of Engineers that among other things allowed the installation of grounding rods to protect the 135th Street Bridge from corrosion from electric current generated by the electric fish barrier in the canal. Recent investigation by the Corps indicates that stray current from the fish barrier continues to migrate from the barrier, through the ground and that it has reached a number of metal structures in the vicinity, including poles and rails on the bridge. The Corps has requested the license agreement to be amended to allow it to install mitigation measures on the bridge in response to the current, including the placement of warning signs, covering poles and/or rails and installing grounding for light poles along the bridge structure. Mayor Noak stated that unfortunately we need to do this. The agreement is very clear that this is their issue. ORD17-1351 An Ordinance Amending Chapter 80-Schedule I-Parking Prohibited at all times Chief Turvey reported that this will prohibit parking in six locations within the Honeytree subdivision, all of which consist of streets connecting one court to another court. These connecting streets are very narrow and cars parking on both sides of the street in the same location will completely block these streets. Mayor Noak stated that the goal of this is to get emergency vehicles through here when needed. 4.
