RES17-2321 A Resolution to Waive the Bid Process and Accept the Price
Quote from Metropolitan Industries for the Replacement of Two
Carillon Lift Station Pumps
Mr Bjork reported that the Carillon lift station utilizes four 150 hp 8 inch
pumps. The two pumps at the receiving end of the lift station that are
initially exposed to the most damaging debris, were pulled from the lift
station and were found to require replacements of numerous parts that
would require expenditures of $39,345 and $47,259 respectively for
repairs. Metropolitan Industries has provided price quotes of $48,695 and
$47,259 for the pump replacements for a total cost of $95,954. The pumps
that are being replaced are 16 and 17 years old and have exceeded their
expected useful life.
Trustee Chavez asked if we track all of our pumps as far as their age. Mr
Bjork replied that the age of the pumps is variable. We do keep track.
RES17-2322 A Resolution to Waive the Bid Process and Accept the Price
Quote from Tri-Tech Electric for the Installation of Rectangular
Rapid Flash Beacon Pedestrian Crossing Signs
Mr Bjork reported that a request to enhance the safety of the pedestrian
crossings of Airport Rd. at Boucher Prairie Park and of Taylor Road at
Century Park were received last year. Subsequently, $40,000 was
budgeted for electronic signs to improve safety at crosswalks and
specifically for pedestrian actuated rectangular rapid flash beacon signs at
these locations. The signs alert drivers to the presence of pedestrians
wishing to cross the street with bright flashing LED yellow lights, and are
endorsed by the FHA as a means of enhancing safety at unsignalized
intersections and mid-block pedestrian crossings. Tri-Tech Electric has
provided a price quote of $27,100 for both locations.
Trustee Griffin asked if we are going to train children on how to use this
equipment. Mr Gulden stated that we have not thought of that but we can
have the Police Department look into this. That is a great idea. Chief
Turvey agreed.
17-2365 Motion to approve and accept the transfer of funds of

$3,750,000.00 from the General Corporate Fund (Fund 1) to the
Facility Construction Fund (Fund 59) in the amount of $2,825,000
and to the Facility Construction Fund in the amount of $925,000
as of April 30, 2017.
Mr Openchowski reported that the Village, prior to the transfers will have
over an estimated $1.9 million in surplus General Corporate Funds and an
estimated $26.1 million in Fund Balance. After the transfer, the General
Corporate Fund will reflect an estimated loss of $1.9 million and a fund
balance of $22.3 million. The funds will be used for various projects.
Trustee Chavez stated that these projects are great projects to enhance the
Village. He is glad we are putting back into the community.
ORD17-1381 An Ordinance Declaring “Surplus Funds” in the
Marquette Tax Increment Finance District
Mr Openchowski stated that the Village, when forming the Downtown TIF
budget and amending the Marquette TIF budget, determined that 80% of
the projected remaining Marquette TIF property tax revenues would be
needed for Marquette and/or Downtown TIF projects. The remaining 20%
would be surplus that then has to be returned to the taxing bodies within the
TIF. However, with the extension of the Marquette TIF the Village has
determined that a 50% surplus can be declared for Tax Levy Years 2008 to
2012 and 30% for Tax Levy Years 2013-2024. The surplus has been
encapsulated in an intergovernmental agreement approved by the Village
Board with the Valley View School District. The surplus distributions must
be made to all of the taxing bodies at the same time and are distributed
based on the property tax rate. The Village sends the funds to Will County
who then distributes the funds to the various taxing bodies. The total
distribution for the 2015 tax year is $813,505.49.
Trustee Chavez stated that he is glad that we are giving back to the taxing
bodies.
Trustee Griffin stated that this is a win/win situation.
RES17-2328 A Resolution Authorizing The Waiving Of Bids For A
14-Passenger Bus For The Village Department Of Parks And
Recreation With Best Bus Sales
Ms Rajzer reported that the Recreation Department is in need of an
additional passenger bus. We are requesting a 14 passenger bus. This
bus will allow us to provide better service for the Ride Around Town
Program, which has added another day to their schedule, in addition to
other program uses. The purchase cost is $68,185 and will be purchased
from Best Bus Sales.

RES17-2326 A Resolution Waiving the Public Bidding Process and
Authorizing a Contract with Dewberry for Professional Services -
Edward Hospital Athletic and Event Center Storage Addition
Mrs Caldwell reported that the Village Board has approved funds to add
storage space onto the Athletic and Event Center. The space will be used
for the storage of the basketball courts during the off season. Dewberry
completed the original design on the building and therefore we are
recommending they be the architects for this project as well. The total
contract for Dewberry is $41,320.
RES17-2329 A Resolution Waiving the Public Bidding Process and Authorizing
a Contract with Grosshening, Inc for Demolition Services - 335
Independence
Mrs Caldwell reported that we received two proposals for demolition
services for 335 Independence (used car lot). We are recommending the
low proposal by Grosshening, Inc. in the amount of $21,050.
Mayor Noak stated that residents will be glad to see this go.
Trustee Clancy asked about the underground tanks. Mrs Caldwell stated
that the tanks are gone.
RES17-2323 A Resolution Authorizing the Execution of an Intergovernmental
Agreement with the Village of Forest Park (Romeoville Fire
Academy (Exchange of Vehicles/Equipment for Academy Tuition)
Mr Vogel reported that this approves an intergovernmental agreement with
the Village of Forest Park, pursuant to which the Village of Forest Park
would transfer several pieces of fire equipment to the Village for use in the
operation of the Village Fire Academy. In turn, the Village of Forest Park
would receive a $10,000 tuition credit for its personnel to attend Academy
classes.
ORD17-1377 An Ordinance Amending Chapter 90 (Dogs and Cats) and Chapter
43 (Fee Schedule) of the Village Code of Ordinances
Mr Vogel reported that this revises the provisions of Chapter 90 pertaining
to animal regulation aimed at addressing a variety of animal related
enforcement concerns that have been brought to the Village's attention.
The ordianance also provides for the addition of an update of animal
related fees in Chapter 43.
Mayor Noak stated that staff spent some time researching this. This did
need some updating.
