CALL TO ORDER-Roll Call Present 7- Jose Chavez, Linda Palmiter, Ken Griffin, Dave Richards, Brian A. Clancy Sr., John Noak, and Trustee Lourdes Aguirre 2. POSTING OF COLORS-PLEDGE OF ALLEGIANCE 3. ITEMS FOR DISCUSSION The Village recognized the Knights of Columbus Bishop Kaffer Council 10944 for their 25 years of service. Gary Hoffman, representing the Knights, thanked the Village Board for this recognition. RES17-2372 Resolution Awarding of the Contract for the 2017 Roadway Crack Sealing Program Mr. Bjork reported that a bid letting was held for the 2017 Roadway Crack Sealing project on August 14, 2017. The low responsive bidder was Denler, Inc. in the amount of $156,290. The budgeted amount was $200,000. The project consists of the cleaning and sealing of approximately 500,000 lineal feet of pavement cracks at various locations throughout the Village and is intended to extend the period of time before major rehabilitation will be required on the various roadways. Trustee Palmiter asked if we know how much time this extends our pavement. Mr. Bjork replied between 3 and 5 years. She added that this is not the most attractive material, but it works. Trustee Chavez asked if this is the newer material and Mr. Bjork replied yes. This is our third year using this new material. ORD17-1398 Ordinance Amending Chapter 50 of the Village Code of Ordinances Establishment of an After-Hours Water Meter Replacement Fee Romeoville, Illinois Mr Bjork reported that Public Works has historically made available after hours or Saturday appointments for meter replacements for homeowners or business owners who cannot schedule an appointment during the regularly scheduled hours. In an effort to encourage property owners to schedule meter replacements for weekdays and to reduce overtime costs, a fee for the accommodation of appointments on Saturdays is proposed. The proposed flat fees (25.00/residential and 250.00/commercial or industrial) are based on a portion of the estimated costs incurred to replace an average residential or industrial water meter. Trustee Richards stated that fee doesn't cover the costs of the person doing the repair. Mr. Bjork agreed. Mr. Gulden added that there is a two hour callout according to our contract. He added that this is why we are offering the weekday after hours which is much more cost efficient. Trustee Palmiter asked why we are replacing the meters and the response was that the batteries last about 5 to 10 years so they need to be changed out. Mayor Noak added that we need to make accommodations for hardships and the response was yes. RES17-2375 A Resolution Authorizing Payment to Orange Crush LLC for a Concrete Pad at Fire Station 2 Training Grounds Mr. Ibrahim reported that the Fire Academy will soon be purchasing a one-story ranch house fire training prop. This prop must sit on a 6" concrete pad. Quotes were requested and one was received from Orange Crush. The cost of this project will be completely paid for by the Academy. RES17-2377 A Resolution Authorizing the Execution of a Warranty Deed, Certified Resolution and Conveyance Documents in favor of the Illinois Department of Transportation (IDOT Parcel No. 1KR0037; IDOT Job No. R-91-002-14, PIN 12-02-29-151-008, 175’ north of the intersection of Weber Road and Lakeview Drive) Mr. Vogel presented the next two items together. He stated that this authorized the execution of a warranty deed and conveyance documents conveying the Village's interest in the property to IDOT for the Weber/I-55 interchange project. Trustee Chavez asked if there are any more of these coming. Mr Vogel replied to his knowledge no. Mr. Gulden stated that there is one issue regarding the easement with respect to OneK who has to move their butane gas line. They want to move this line a 1/4 mile east. Mayor Noak added that the state bid has been moved to November. The earliest we will see work being done is the spring. ORD17-1399 An Ordinance Establishing a System for the Licensing of Raffles Mr. Vogel reported that this adds a new Chapter 112A to the Village Code of Ordinances to establish a raffles licensing system as permitted by the Illinois Raffles Act. He then described criteria required to obtain the license and the three classes of licenses available. Mayor Noak stated that this puts us on the books. This is open for review down the line. There are two slight revisions that were added today. Trustee Clancy asked what happens if you go from one class to another and Mr Vogel stated they would get a Class C which is for larger prize amounts. 4.
