Village Board - Workshop Meeting Village Board - Workshop Meeting Meeting Minutes November 15, 2022 1. CALL TO ORDER-Roll Call Present 6- Trustee Jose Chavez, Trustee Dave Richards, Trustee Brian A. Clancy Sr., Mayor John Noak, Trustee Linda Palmiter, and Trustee Ken Griffin Absent 1- Trustee Lourdes Aguirre 2. POSTING OF COLORS-PLEDGE OF ALLEGIANCE 3. ITEMS FOR DISCUSSION Acknowledging the Mosquito Abatement Commission Mayor Noak acknowledged and thanked each member of the Mosquito Abatement Commission, some of whom have served for more than 50 years. PROJ22-071 A Concept Plan for Skyland LLC at 33 E. Belmont Drive 6 Sponsors: Joshua Potter Mr. Potter, Director of Community Development, explained that the concept plan before the board is for a new building at 33 E. Belmont Drive. The proposal is for a 6,594 square foot building for truck repair with 6 repair bays, office area, and will be rotated so that the repair bay doors face away from the street. Trustee Richards said no additional comments were made from Planning and Zoning. They were happy that the building is rotated the way it is. PROJ22-071 A Concept Plan for Pro'log Inc at 807-809 Forestwood Drive 7 Sponsors: Joshua Potter Mr. Potter described the concept plan for a new building at 807-809 Forestwood Drive. The plan is for a 7,200 square foot repair facility. The building includes 6 overhead doors, 5 facing south and 1 facing east. The applicant is proposing 20 car parking spaces, 5 truck tractor spaces, and 9 trailer spaces. Trustee Richards commented that everything Mr. Potter explained was talked about at Planning and Zoning RES22-3489 A Resolution Approving a Development Agreement with Viga Design Studio LLC Sponsors: Joshua Potter Mr. Potter explained that in connection with the additional trailer stalls it does include a fee of $25,443 for payment of recapture per acre for the project and an additional $10,000 for the number of trailers on site. ORD22-1799 An Ordinance Approving an Amendment to a Special Use Permit for a Planned Unit Development - Final Development Plan for Airport Industrial Lot 13, 14, and 15 (O'Hare LLC / Viga Design Studio LLC) Sponsors: Joshua Potter Mr. Potter explained that Viga Design has submitted a final development plan for a proposed addition of a 7,321 square foot building expansion and additional trailers parking on lots 13 and 14. RES22-3487 A Resolution Authorizing an Intergovernmental Agreement with the County of Cook on Behalf of the Cook County Sheriff’s Office Sponsors: Ken Kroll Chief Kroll explained that the Police Department recently passed a surplus resolution that included a virtual reality simulator that was previously used for training. This system is no longer used by the PD, but the Cook County Sheriff's Office does want to utilize it for training. This agreement allows for the Police Department to give the simulator to the Cook County Sheriff in exchange the Village will receive waivers of the registration fee for up to ten recruits at the training academy during a four year period. The Mayor commented that this is an excellent partnership. RES22-3486 A Resolution Authorizing an Intergovernmental Agreement with the Forest Preserve District of Will County Sponsors: Rich Vogel Village Attorney, Rich Vogel, explained that the proposed intergovernmental agreement is between the Forest Preserve District of Will County and will allow the Village or its designee with a license to perform wetland mitigation work on property owned by the District. The work is required to be performed in order for Palencia Properties LLC to gain approval from the US Army Corps of Engineers to develop the remaining property within the Southcreek Business Park. The Mayor commented that our staff does a great job to incorporate restoration in areas of our community with partnerships with environmental entities. ORD22-1801 An Ordinance Amending Chapter 112.33A(D) and Chapter 43.01(L)(21)-Video Gaming Terminal Location Endorsement--Fees Sponsors: Rich Vogel Mr. Vogel explained that this ordinance updates the fee for each video gaming terminal location in town. This would maintain the $125 per Village of Romeoville Page 2 Printed on 12/27/2022 Village Board - Workshop Meeting Meeting Minutes November 15, 2022 machines cost provided by the owner of the establishment but raise the gaming machine operator fee to $600 per machine. RES22-3492 A Resolution Approving a Settlement Agreement (ComEd Utility Tax Matters/Azavar Audit) Sponsors: Rich Vogel Mr. Vogel explained that in 2006 the Village entered into an agreement with Azavar Audit Solutions regarding utility tax due to the Village from ComEd. The audit indicated that the Village wasn't receiving the proper amount of utility tax from ComEd due to some address discrepancies. A settlement was reached in the amount of $995,000 which will be divided between the Village and Azavar. 4. ADJOURNMENT A motion was made by Trustee Griffin, seconded by Trustee Clancy, that this Meeting be Adjourned at 6:24 PM. The motion carried by a unanimous vote.
