Page 6 of 22 Narrative: On March 30th, 2026, at 1029 hours, Roseville Police Animal Control dispatch received a telephone call from Melanie Hirsch to report an ongoing issue with her neighbor’s dog located at 1005 Palos Verdes Ct. On March 30th, 2026, at approximately 1135 hours, I spoke to Melanie via telephone. Melanie stated that at approximately 0940 hours one of the dogs from the address of 1005 Palos Verdes was loose. The dog was described as a white dog with black spots and a long tail. The dog was in the street and on the sidewalk. When Melanie walked out of her home, she stated that Phillip Lee called the dog back home. Melanie requested that a citizen citation be issued for leash law. On March 30th, 2026, at approximately 1155 hours, I spoke to dog owner Phillip Lee on the telephone. Phillip stated that he had three dogs and the dog in question belonged to a friend and he was just the custodian of the dog. Phillip claimed that the dog was not violating the leash law and is allowed to go onto the sidewalk and into the court. Narrative: On April 1st, 2026, at 0940 hours, Roseville Police Animal Control Dispatch received multiple telephone calls regarding two Siberian Husky type dogs running loose in the area. On April 1st, 2026, at approximately 1001 hours, I spoke to a reporting party Lisa via telephone. Lisa stated that she was walking her dog on leash. Two Siberian Husky type dogs ran at her dog, and she began to scream. Her dog did not sustain any injuries. Lisa requested that if a dog owner Page 13 of 22 for the two Siberian Husky type dogs was located that the dog owner was issued a citation for leash law. On April 1st, 2026, at approximately 1012 hours, I located the dogs on Turnberry Lane in the backyard of a second reporting party. One of the dogs by the name of ‘Olaf” was microchipped to Julie Lahiff. I contacted Julie via telephone. Julie stated that she was driving around looking for the dogs. The second dog that I picked up that was not microchipped was named “Grinch”. I met Julie at her residence and returned both dogs to her, educated her about dog licensing, and provided information on how to secure the fence to prevent the dogs from getting out again. Violation: RMC 7.14.010 Removal of Dog Defecation (1 count - Second Offense): It is unlawful for the owner or person having the custody of any dog to fail to immediately remove and dispose of in a sanitary manner, by placing in a closed or sealed container and depositing in a trash receptacle, any feces deposited by such dog upon public property or upon private property not exclusively owned or controlled by the owner or person having the custody of such dog. Page 17 of 22 Any person who has the charge or control of any dog in a location other than on private property exclusively owned or controlled by such person, or on the property of the owner of the dog, shall have in his or her possession a suitable wrapper, bag or container for the purpose of complying with the requirements of this section. The failure of any person to carry such a wrapper, bag or container when in charge or control of any dog in a location other than on property exclusively owned or controlled by such person, or on the property of the owner of the dog, shall constitute a violation of this section. Subsections A and B of this section shall not apply to the proper use of guide dogs, service dogs, or signal dogs as defined in Section 54.1 of the California Civil Code, as may be amended. It is unlawful for the owner or person having the custody of any dog to allow its feces to accumulate or remain on the ground or other surface on his or her private property to the extent that the accumulation creates a nuisance. A nuisance, for purposes of this subsection, includes, but is not limited to, feces accumulation that interferes with the use or enjoyment of any neighboring property as a result of odors or the attraction or breeding of vermin or vectors. It is unlawful for the owner or person having the custody of any dog to fail to immediately remove and dispose of in a sanitary manner, by placing in a closed or sealed container and depositing in a trash receptacle, any feces deposited by such dog upon public property or upon private property not exclusively owned or controlled by the owner or person having the custody of such dog. B. Any person who has the charge or control of any dog in a location other than on private property exclusively owned or controlled by such person, or on the property of the owner of the dog, shall have in his or her possession a suitable wrapper, bag or container for the purpose of complying with the requirements of this section. The failure of any person to carry such a wrapper, bag or container when in charge or control of any dog in a location other than on property exclusively owned or controlled by such person, or on the property of the owner of the dog, shall constitute a violation of this section. C. Subsections A and B of this section shall not apply to the proper use of guide dogs, service dogs, or signal dogs as defined in Section 54.1 of the California Civil Code, as may be amended. D. It is unlawful for the owner or person having the custody of any dog to allow its feces to accumulate or remain on the ground or other surface on his or her private property to the Page 19 of 22 extent that the accumulation creates a nuisance. A nuisance, for purposes of this subsection, includes, but is not limited to, feces accumulation that interferes with the use or enjoyment of any neighboring property as a result of odors or the attraction or breeding of vermin or vectors. (Ord. 6268 § 1, 2020) Narrative: March 22nd, 2026 @ approximately 1634 hours I contacted Angela due to her leaving me a voicemail reporting a neighbor continuing to allow his dogs off leash and not picking up his dogs feces. Animal Control is not a witness to the reported violations. The violations of RMC Section 7.12.010, 7.14.010, and 7.16.010 are based on the statements of the complainant and appellant. I contacted Angela who stated the following in summary; Angela stated that on March 18th, at approximately 1736 hours her neighbor allowed his two dogs off leash in Mango Aly, she advised this is an ongoing issue as well as him not picking up the dogs’ feces. She requested to pursue a citizen citation due to a warning being issued to the dog owner on February 3rd and no change occurring. I completed citizen’s citation #21040 on behalf of Angela Mcmindes, regarding dog owner Travis Little, and forwarded the citation to the City Attorney’s office for review.
