SPECIAL LEGISLATIVE SESSION MEETING MINUTES DECEMBER 15, 2025 PUBLIC OFFICIALS Present: Council President Angela M. Blake, Council Vice President April R. Jackson, Councilwoman Michele R. Gregory, Councilwoman Sharon C. Dashiell and Councilwoman Melissa D. Holland IN ATTENDANCE Mayor Randy Taylor, City Administrator Nick Rice, City Clerk Julie English and City Solicitor Ashley Bosche CALL TO ORDER The City Council convened in a Special Legislative Session on December 15, 2025 at 7:08 p.m. in the Government Office Building Council Chambers, Room 301, located at 125 N. Division Street. PRESENTATION AND ADOPTION OF LEGISLATIVE AGENDA City Clerk Julie English presented the legislative agenda. President Blake called for a motion and a second to adopt the legislative agenda. Sharon C. Dashiell motioned and Melissa D. Holland seconded. The vote was 5-0. PRESENTATIONS • Acceptance of Financial Audit Council gave consensus to accept the FY25 financial audit. PUBLIC COMMENT No public comments were given. ADMINISTRATION COMMENTS Mr. Rice reported that staff had begun outreach to advisory committees and would be meeting with committee chairs in the coming weeks to encourage dialogue. Mayor Taylor reminded everyone of a gift giveaway at the Truitt Street Community Center sponsored by the Mayor’s office and various department heads. COUNCIL COMMENTS Councilwoman Dashiell provided updates on research regarding appointment process, housing and zoning for developers. She highlighted the Salisbury Airport’s 2025–2029 strategic plan, Salisbury University’s new marching band, the Mercy Dental Clinic, and the Dove Pointe open house. She concluded with encouraging volunteers to assist with the Hands and Hearts Ending Homelessness program. Councilwoman Jackson shared that she would be hosting a Christmas program at the Vet Center and an upcoming senior citizens’ Christmas dinner. She expressed concern about the recent appointment process for vice president and emphasized that titles did not define her community service. Councilwoman Holland acknowledged a missed call and voicemail from Ms. Jackson but did not elaborate. She wished everyone a happy holiday and encouraged enjoying time with family. Councilwoman Gregory reminded the public about the New Year’s Eve ball drop. She discussed her support for rank choice voting and recommended resources for learning more. She encouraged holiday safety, flu vaccinations, and spending time with family. President Blake noted the upcoming council retreat. She clarified that the recent appointment process followed the charter and legal guidance.
