Welcome and public meeting rules
In accordance with State Statute and City Ordinance, the meeting may be held electronically. After 5:00 p.m., please enter the City
& County Building through the main east entrance.
The Work Session is a discussion among Council Members and select presenters. The public is welcome to listen. Items scheduled
on the Work Session or Formal Meeting may be moved and / or discussed during a different portion of the Meeting based on
circumstance or availability of speakers.

The Council has returned to a hybrid meeting approach. The hybrid meeting
enables people joining remotely or in-person to listen to the Council meeting and
participate during public comment items.
Public Comments: The public can give comments to the Council during the
meetings online through Webex or in-person in Room 326 of the City and County
Building. In-person attendees can fill out a comment card and online participants
will register through Webex in order to be added to the comment queue.

Public Health Information: Masks are no longer required in City Facilities, but
are welcome for any attendees who prefer to continue using them. We will continue
to monitor the situation take any reasonable precautions for the public and staff.

3. Fiscal Year 2022-23 Budget: Capital Improvement Program Overview ~ 3:30 p.m.

The Council will receive a follow-up briefing about the City's Capital Improvement Program
(CIP) which involves the construction, purchase or renovation of buildings, parks, streets or
other city-owned physical structures. Generally, projects have a useful life of at least five
years and cost $50,000 or more. The Council approves debt service and overall CIP funding
in the annual budget process, while project-specific funding is approved by September 1 of
the same year.

5. Informational: Harvard Presentation ~ 4:50 p.m.

The Council will receive a briefing from the Harvard Kennedy School about their findings
on a project in the Ballpark District. Scope of the student project was limited to Public-
Private Partnership (PPP) as a tool to finance urban redevelopment. Smith’s Ballpark and
the surrounding neighborhood were the geographic boundaries of the study. This project
provided a template to assess the viability of PPPs following the project, players, and
process structural framework.

11. Report of the Chair and Vice Chair
Report of Chair and Vice Chair.
12. Report and Announcements from the Executive Director
Report of the Executive Director, including a review of Council information items and
announcements. The Council may give feedback or staff direction on any item related to
City Council business, including but not limited to scheduling items.
13. Tentative Closed Session
The Council will consider a motion to enter into Closed Session. A closed meeting described
under Section 52-4-205 may be held for specific purposes including, but not limited to:
a. discussion of the character, professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss collective bargaining;
c. strategy sessions to discuss pending or reasonably imminent litigation;
d. strategy sessions to discuss the purchase, exchange, or lease of real property,
including any form of a water right or water shares, if public discussion of the
transaction would:
(i) disclose the appraisal or estimated value of the property under consideration;
or
(ii) prevent the public body from completing the transaction on the best
possible terms;
e. strategy sessions to discuss the sale of real property, including any form of a water
right or water shares, if:
(i) public discussion of the transaction would:

A closed meeting may also be held for attorney-client matters that are privileged pursuant to
Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements
of the Utah Open and Public Meetings Act.
