Ordinance: Mixed-Use (MU) Zoning Consolidation Zoning Text ~ 2:15 p.m. and Map Amendment Follow-up 45 min. The Council will receive a follow-up briefing on a proposal that would amend the City's zoning ordinance and zoning map by consolidating up to 27 existing commercial, form- based, and mixed-use zoning districts into six new mixed-use (MU) districts. The proposal aims to simplify zoning regulations, improve clarity of language, and incorporate missing design standards. The new mixed-use districts will be similar to the current districts but will have changes to setbacks, building height, lot coverage, and permitted land uses. Ordinance: Design Review Standards Amendment ~ 3:00 p.m. 20 min. The Council will receive a briefing about a proposal that would amend Chapter 21A.59 of the Salt Lake City Code relating to Design Review. The proposal would clarify when each section applies to a project, ensure code language clearly communicates the standard’s intent, and delete duplicative standards from the chapter. The proposal would also introduce new design standards to further the purpose of the design review process. Ordinance: Parking Regulations in the Downtown Zoning ~ 3:20 p.m. Districts Text Amendment 20 min. The Council will receive a briefing about a proposal that would amend the parking regulations in the Downtown and Gateway zoning districts sections of the Salt Lake City Code. The proposal would consolidate the design standards for parking uses into one location, making it more user friendly and eliminating potential code conflicts. The proposal is a Citywide text amendment that will affect the D-1 (Central Business District), D-2 (Downtown Support District), D-3 (Downtown Warehouse/Residential District), D-4 (Downtown Secondary Central Business District) and G-MU (Gateway-Mixed Use District) zoning district regulations. Other sections of Title 21A may also be amended as part of this petition. This community plan area is comprised of five distinct neighborhoods, including: Rose Park, Fairpark, Westpointe, Jordan Meadows and a small portion of Poplar Grove. This is an early check in with the Council in accordance with Resolution 14 of 2020 that outline the policy and objectives for preparing master plans. Tentative Break ~ 4:00 p.m. 20 min. 7. Informational: Cultural Core Summary and THE BLOCKS ~ 4:20 p.m. Approved Budget Update 20 min. The Council will receive a briefing about the approved budget update for the Cultural Core initiative, now known as “THE BLOCKS”. The annual appropriation from Salt Lake City is $300,000. The update will also include an executive summary of year eight and the budget plan for year nine. The interlocal agreement between Salt Lake City and Salt Lake County requires each entity to approve the final budget. The program seeks to develop, improve and market arts and cultural activities in downtown Salt Lake City. The goal of the Cultural Core initiative is to enhance downtown as a key cultural center for the city, region, and nation. Resolutions: Policies for Housing Program Funds ~ 4:40 p.m. 20 min. The Council will receive a briefing on four proposed resolutions that would establish legislative policies for housing activities, including: Housing Program Funds, the Home Repair Program, the Community Land Trust Program, and the Naturally Occurring Affordable Housing (NOAH) Preservation Program. If adopted, the legislative policies will establish the standards and processes for allocating funding through the City’s budget and, in some cases, to program recipients.
