Ordinance: Wilmington Avenue Partial Street Vacation at ~ 2:00 p.m. Approximately 2192 South 2000 East 20 min. The Council will receive a briefing about a proposal that would vacate a portion of the public right-of-way on Wilmington Avenue adjacent to the property at approximately 2191 South 2000 East. The area is approximately 775 square feet and is between the current property lines and the sidewalk. If approved, the area would be included in the adjacent property owner’s property boundary. The sidewalk would not be impacted by this request. Located within Council District 7. Petitioner: Janice and Vince Ramptons, trustees of the property owner. Ordinance: Indefinite Closure of 7200 West Between ~ 2:20 p.m. Interstate 80 and California Avenue 20 min. The Council will receive a briefing about a proposal that would indefinitely close a City- owned right-of-way on a portion of 7200 West between California Avenue and the Southerly Boundary of 152 South 7200 West pursuant to Utah Code §72-5-105. The proposal would continue to mitigate unsafe conditions and prevent substantial municipal expenditures and environmental degradation. In March 2024, the Council adopted an ordinance temporarily closing a portion of 7200 West between California Avenue and Interstate 80 due to unsafe conditions and illegal dumping. The temporary closure has proven effective, prompting the request for an indefinite closure. The abutting property owners and Rocky Mountain Power are supportive of the indefinite closure. Montgomery Street and Approximately 1640 West 20 min. The Council will receive a briefing about a proposal that would indefinitely close a City- owned right-of-way on a portion of 200 South between Montgomery Street and approximately 1640 West pursuant to Utah Code §72-5-105. The proposal is part of a current project to create a new Railroad Quiet Zone in the City. The closure would mitigate noise injuries, improve adjacent private property resources, and mitigate unsafe conditions the railroad crossing presents. The abutting property owners, Rocky Mountain Power, Union Pacific Railroad, and Patriot Rail have been notified of the indefinite closure. Informational: Fiscal Year 2026 Legislative Intents and Open ~ 3:00 p.m. Intents from Previous Years 40 min. The Council will receive a briefing on legislative intents, focusing on the Administration’s progress on those from previous years that remain open. Legislative intents are formal requests the Council makes of the Administration. This briefing will include updates on a variety of subjects, including efficiencies in the City court system, improvements in the mySLC platform, and more. Tentative Break ~ 3:40 p.m. 20 min. 6. Informational: 2025 Pavement Condition Survey and ~ 4:00 p.m. Executive Summary Results 30 min. The Council will receive a briefing from the Engineering Department and Roadway Asset Services, LLC on the 2025 pavement evaluation report. The briefing will include pavement conditions, upkeep, and maintenance concerns, and provide a framework for future planning, decision making, project selection, and budgetary consideration. Informational: Foothills Natural Area Planning Update ~ 4:30 p.m. 20 min. The Council will receive a briefing from the Department of Public Lands about the Foothills Zone Development Process. The Council will also consider the department’s request to remove the existing hold on funding for Foothills improvements, including trail construction, trail closures, and natural lands restoration. If approved, Public Lands will move forward with implementing the Foothills Trail System Plan as funding allows. Fiscal Year 2026-27 Funding Allocations for Federal Housing and Community Development Grants and City Funding Our ~ 4:50 p.m. Future Housing Programs Follow-Up 60 min. The Council will receive a follow-up briefing on recommendations for allocating grant funding provided through four Federal Housing and Urban Development Department (HUD) programs and the City's Funding Our Future (FOF) housing programs. The funding is allocated by the Council on a competitive basis to organizations which are mostly local non-profits that specialize in providing services to the City’s most economically vulnerable residents. For Fiscal Year 2026-27, approximately $11.3 million dollars is expected to flow through the Division of Housing Stability to the organizations eligible to receive grant funding. The HUD programs that provide this funding and oversee activities of grant recipients are: Community Development Block Grants (CDBG), Emergency Solutions Grants (ESG), the HOME Investment Partnership Program, and Housing Opportunities for Persons with AIDS (HOPWA).
