The BuildingRelated and Fire Codes Appeals and Advisory Board Sign Code Committee will hold
its regular meeting in the 1901 S. Alamo beginning at 8:30 AM. Once convened, the BuildingRelated
and Fire Codes Appeals and Advisory Board Sign Code Committee will take up the following items
no sooner than the designated times.

Once a quorum is established, the BuildingRelated and Fire Codes Appeals and Advisory Board

1. Approval of the minutes from the BuildingRelated and Fire Codes Appeals and Advisory Board
– Sign Code Committee meetings on June 17 and July 1, 2022

Briefing and Possible Action on the following items
2. Vote to add new board members to the Sign Code Committee
3. Non action item, DSD staff will brief the committee on the three static to digital billboard
ordinances that have been approved by City Council, allowing billboard operators to convert static
billboards to digital, Ordinances 2007061242, 201911070910, & 201909120718.
4. Chapter 28 amendment item 131, external, request to amend multiple sections of Chapter 28 to
update the code to reflect current nightsky friendly lighting standards and maximum values as
recommended by the International DarkSky Association, the Illuminating Engineering Society, and
the International Commission on Illumination, (Jeremy McDonald, BRFCAAB Board Liaison,

5. Chapter 28 amendment item 71, external, request to amend Article IV, Division 2, Subdivision B,

6. Request for the BRFCAAB Sign Code Committee to recommend amending The Corridor
Standards for the Hill Country Gateway Corridor "GC1" as passed and approved on June 18,
2015, ordinance number 201506180603, and removing the prohibition of onpremises digital

7. Chapter 28 amendment item 121, external, request to add Sec. 2854(e) to Sec 2854, Digital
Displays, a section that would allow the installation of a qualifying second digital display under Sec.
2854(d) to be installed within 9 months of the adoption of the updated Chapter 28, (Jeremy

8. Chapter 28 amendment item 61, external, request to review Sec. 2843, Digital displays; general,
and the intensity levels (NITS) and footcandle measurement requirements for On and Off
premises digital signs to determine if a reduction in these values should be made, (Jeremy

9. Review remaining requests for amendments to Chapter 28, Signs, to determine if additional
information is needed and to determine which items would be discussed at the next Sign Code
Committee meeting. No action will be taken under this agenda item.
Director's Report
At any time during the meeting, the BuildingRelated and Fire Codes Appeals and Advisory Board
Sign Code Committee may meet in executive session for consultation with the City Attorney's Office
concerning attorney client matters under Chapter 551 of the Texas Government Code.
