The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
10:30 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be

Individuals signing up for public comment may register for VIA bus fare or parking validation at
www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N.
Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare
passes and parking validation tickets in the lobby of City Council Chambers.

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

Purchase of Services, Supplies and Equipment
4. Ordinance approving a contract with Premier Comfort Service Company, Inc., to provide
HVAC systems preventative maintenance and repair services for the San Antonio Fire
Department, for an estimated cost of $700,000 annually and an estimated total cost of
$3,500,000 over the contract term, to begin upon award through February 29, 2028, with
two, one-year renewal options. Funding is from the FY 2025 General Fund. Funding for

subsequent years is contingent upon City Council approval of the annual budget. [Ben

Capital Improvements
5. Ordinance approving a contract with Robinson General Contractors, LLC for the demolition
of Hangar 4, Hangar 6, the Police/Public Safety Building and associated site work for a cost
not to exceed $1,497,136. Funding is from Airport Interim Financing included in the FY

6. Ordinance approving the 2025 Task Order Contract for Flatwork and Street Improvements
Package 4 with Rucoba & Maya Construction, LLC in an amount not to exceed
$3,790,877.39 of which $48,479.50 will be reimbursed by San Antonio Water System for
necessary adjustments to their existing infrastructure. Funding is from the General Fund and
the Advanced Transportation District Fund included in the FY 2025 Capital Budget. [John

Acquisition, Sale or Lease of Real Property
7. Ordinance extending La Villita Lease Agreements with Guadalajara Grill and Villa Tesoros
for a second two-year renewal term, commencing on July 1, 2025, and expiring on June 30,
2027. Revenue of $205,918.84 over the two-year term will be deposited into the General

8. Ordinance approving the issuance of two 20-year-term encroachment permits for use and
maintenance of two entrance monument signs; one sign above and across A) Quarry Park
Public Right-of-Way for a fee of $1,100 and one sign above and across B) Buzzi Way
Public Right-of-Way for a fee of $1,100, both located in New City Block 14945, as
requested by Morgan’s Inclusion Initiative, dba Morgan’s. Funds will be deposited into the

9. Ordinance recommending the closure, vacation, and abandonment of a 0.142-acre (6,192
square feet) improved portion of Roosevelt Avenue Public Right-of-Way located between
New City Blocks 2987 and A-20 P-117, as requested by Kenedy Junction, Ltd., for a fee of
$60,100. Funds will be deposited into the General Fund. [John Peterek, Assistant City

10. Ordinance acknowledging the temporary leave of absence of Council Member Jalen
McKee-Rodriguez, District 2; and ratifying the initiation of procedures to potentially select

11. Ordinance approving the Pre-K 4 SA FY 2026 Budget for the fiscal year beginning July 1,
2025, and ending on June 30, 2026, in the amount of $60,522,244, and the staffing as
adopted by the San Antonio Early Childhood Education Municipal Development
Corporation Board of Directors on May 21, 2025. [Alejandra Lopez, Assistant City

12. Ordinance approving the SA Ready to Work (RTW) Fiscal Year 2026 Annual Budget for the
fiscal year beginning July 1, 2025, and ending on June 30, 2026, in the amount of
$42,936,292, and the staffing as adopted by the San Antonio Early Childhood Education
Municipal Development Corporation Board of Directors on May 21, 2025. [Alejandra

13. Ordinance approving contracts with Goodwill Industries of San Antonio and Hallmark
University to provide intake, case management, and job training services for the SA Ready
to Work program for a cumulative total not to exceed $32,421,970.46. Funding in the
amount of $7,613,678.15 is from the SA Ready to Work Fund FY 2026 Adopted Budget.
Funding for future years is contingent upon City Council approval of the annual budget.

14. Ordinance approving a contract with Host True Flavors SAT FB II, LLC for a Food and
Beverage Concession Agreement for four concepts and a food court in 5,276 square feet in
Terminal B at the San Antonio International Airport. The contract has a minimum annual
guarantee of $1,083,233 and may generate over $12 million over the 10-year term.
Revenues from this contract will be deposited into the Airport Operating and Maintenance

15. Ordinance authorizing a Reimbursable Agreement with the Federal Aviation Administration
for their services in support of the Radio Transmitter Receiver F Relocation project, which
will relocate FAA equipment at the San Antonio International Airport, in an amount up to
$3,043,843.36, funded from Airport Interim Financing and included in the FY 2025 Capital

16. Approval of an appeal of the decision of the Board of Adjustment, pursuant to City Code
Sec. 28-5, to deny a 163 square foot variance from the maximum 75 sign square footage to
allow a 238 square foot digital sign, located at 5431 West Loop 1604. Approval of this item

17. Ordinance authorizing the extension of line -of- duty injury leave for Fire Engineer,

18. Ordinance approving Amendment No. 4 in the amount of $935,250 to the Professional
Services Agreement for System Integration for SAP Success Factors Between the City of

San Antonio and Accenture, LLP. Funding for the amendment is from the SAP Project

19. Resolution supporting the construction of Creekside at Lookout Apartments by the San

20. Ordinance approving Substantial Amendment #2 to the FY 2025 U.S. Department of
Housing and Urban Development (HUD) Annual Action Plan and Budget authorizing an
award of up to $1,900,000 to Habitat for Humanity of San Antonio, Inc. for an affordable
single-family housing development project. Funding is from the Community Development
Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). [Lori

21. Ordinance approving the execution of the Development Agreement, approving the Finance
Plan and Project Plan for Tax Increment Reinvestment Zone #41 - Rosillo Creek, located
