Ordinance approving a contract with RCO Construction, L.L.C. for the Howard W. Peak Greenway – Perrin Homestead to LBJ Park project for the Parks and Recreation Department, for a total cost of $3,628,355. Funding is from the 2022 General Obligation Bond Fund. [David W. Ordinance approving four Professional Services Agreements with 1) Adams Environmental, Inc.; 2) Pape-Dawson Engineers, Inc.; 3) Raba Kistner, Inc; and 4) the University of Texas at San Antonio, for On-Call Cultural Resources Consulting Services for a three-year term with two, one-year renewal options, for a total amount not to exceed $2,525,000 for each agreement, and an amount not to exceed $10,100,000 for all agreements, inclusive of renewals. Funding is from various funding sources including the 2022 General Obligations Bond funds included in the FY 2025 Capital Budget. Ordinance authorizing 1) the acceptance of funds upon award in an amount of $2,565,321 from the Centers for Disease Control and Prevention (CDC), Office of Grant Services (OGS) for the Immunizations and Vaccines for Children Program, from July 1, 2025 through June 30, 2026; 2) acceptance of funds for four additional years if awarded; 3) a budget and personnel complement; and 4) the execution of Memoranda of Agreement that enhances program services. Ordinance approving 1) the acceptance of $271,242.00 in Homeless Housing and Services Program (HHSP) youth set-aside grant funds upon award by the Texas Department of Housing and Community Affairs (TDHCA) for the term September 1, 2025 through August 31, 2026; 2) a budget and a personnel complement and 3) continued funding from the grant to THRU Project in the amount of $109,175 for the contract renewal period through May 31, 2026. Ordinance approving a contract with APi Group Life Safety USA LLC, dba Western States Fire Protection Company, to provide fire sprinkler inspection, maintenance and repair services for the Aviation Department for an estimated cost of $660,000 annually and an estimated total cost of $3,300,000 over the contract term, beginning upon award through June 30, 2028, with two additional, one-year renewal options. Consideration of a Resolution by the City Council of the City of San Antonio, Texas establishing the City’s intention to reimburse itself for the prior lawful expenditure of funds from the proceeds of one or more series of tax exempt or taxable obligations to be issued by the City for authorized purposes and as further designated by series and federal tax treatment; authorizing other matters incident and related thereto; and providing an effective date. Ordinance by the City Council of the City of San Antonio, Texas authorizing the issuance of up to $58,000,000 “City of San Antonio, Texas Tax Notes, Series 2025”; levying a continuing direct annual Ad Valorem Tax for the payment of the Notes; prescribing the form, terms, conditions, and resolving other matters incident and related to the issuance, sale, and delivery of the Notes, including the approval and distribution of an Official Statement pertaining thereto; authorizing the execution of a Paying Agent/Registrar Agreement and a Purchase Contract; complying with the provisions of the Depository Trust Company’s Letter of Representations; delegating the authority to certain City Officials and staff to establish the terms of the sale of the Notes and to execute certain documents relating to the sale thereof; enacting other provisions incident and related to the subject and purpose of this Ordinance; and providing for an effective date [Ben Gorzell, Chief of Financial and Administrative Services; Troy Elliott, Chief Financial Officer, Finance]. 23. An Ordinance by the City Council of the City of San Antonio, Texas authorizing the issuance of up to $240,000,000 “City of San Antonio, Texas General Improvement and Refunding Bonds, Series 2025”; levying a continuing direct annual Ad Valorem Tax for the payment of the Bonds; prescribing the form, terms, conditions, and resolving other matters incident and related to the issuance, sale, and delivery of the Bonds, including the approval and distribution of an Official Statement pertaining thereto; authorizing the execution of an escrow agreement, a Paying Agent/Registrar Agreement, and a Purchase Contract; complying with the provisions of the Depository Trust Company’s Letter of Representations; delegating the authority to certain City Officials and staff to establish the terms of the sale of the Bonds and to execute certain documents relating to the sale thereof; enacting other provisions incident and related to the subject and purpose of this Ordinance; and providing for an effective date [Ben Gorzell, Chief of Financial and Administrative Page: 6 Services; Troy Elliott, Chief Financial Officer, Finance]. 24.
