The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
9:00 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

4. Resolution under which the City Council will not consider a proposed Terms Sheet with the
San Antonio Spurs for a proposed arena downtown until a) the City Council receives an
independent economic impact study for the arena by a firm with no association with the
Spurs organization or ownership, with economic analysis on par with what the City of
Philadelphia received in 2024, notably impact on General Fund, and 2) each City Council
member has hosted at least two in-person, publicly announced engagements with their
constituents to receive feedback on the completed independent economic impact study and
any proposed Terms Sheet.
5. Resolution authorizing the City Manager to complete negotiations and execute a non-
binding Term Sheet with San Antonio Spurs Holdings, LLC relating to a downtown arena

Capital Improvements
6. Ordinance approving a Task Order to a Job Order Contract with Jamail & Smith
Construction, LP, in the amount of $5,346,746.54 to replace the HVAC at the Market Square
Farmers Market Building. Funding is from the Westside Tax Increment Reinvestment Zone

7. Ordinance approving a Professional Services Agreement for preliminary design services to
Quiddity Engineering, LLC in the amount not to exceed $2,299,644.72 for the Concepcion
Creek Phase 1 project, and authorizing the acceptance and appropriation of Federal
Emergency Management Agency (FEMA) Legislative Pre-Disaster Mitigation Program
Grant funds in the amount of $1,383,069 from the Texas Division of Emergency
Management (TDEM). The City match for this project is $462,393. Funding is from Storm
Water Regional Facilities Fund included in the FY 2025 Capital Budget. [John Peterek,

8. Ordinance approving a construction contract with E-Z Bel Construction, LLC in the amount
not to exceed $1,999,940.79 of which $15,250.15 will be reimbursed by San Antonio Water
System for necessary adjustments to their existing infrastructure related to the construction
of Southcross Boulevard Phase 2. Funding is from the 2022 General Obligation Bond

9. Ordinance approving a construction contract with E-Z Bel Construction, LLC in the amount
not to exceed $2,943,738.26 of which $35,222 will be reimbursed by San Antonio Water
System for necessary adjustments to their existing infrastructure related to the construction
of District 6 Intersection Improvements within the Military Drive Corridor and Ingram
Road Corridor. Funding is from the 2022 General Obligation Bond included in the FY 2025

Acquisition, Sale or Lease of Real Property
10. Ordinance approving a five-year lease renewal with Catholic Life Insurance, at 1635 NE
Loop 410, Suite 510, for the City Council District 10 Constituent Office, for the initial
monthly rental amount of $3,403.50. Funding for FY 2025 in the amount of $3,403.50 is
from the General Fund FY 2025 Adopted Budget. Funding for future years is contingent

11. Ordinance amending the lease with 1604 S. New Braunfels AGV LLC to increase the city
contribution for tenant improvements by $100,000 for a total value of $899,200 to renovate
