The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

Purchase of Services, Supplies and Equipment
5. Ordinance ratifying an amendment to the Annual Contract for Electronic Medical Records
System with Custom Data Processing, Inc., for an estimated annual cost of $240,000, and
total contract amendment cost of $720,000 for the term May 14, 2025 through May 13,
2027, with a one-year renewal option, for the San Antonio Metropolitan Health District.
Funding is from the General Fund FY 2025 Adopted Budget. Funding for subsequent years

Capital Improvements
6. Ordinance approving two professional services agreements with Alamo Environmental Inc.,
dba Alamo 1, and Pacific West LLC, for on-call environmental remediation services related
to Public Works and other Citywide projects for an initial three-year term with two, one-
year renewal options, not to exceed $3,000,000 for each agreement and for a total cost not
to exceed $6,000,000 for all agreements, inclusive of renewals. Funding is from various
funding sources including the 2022 General Obligation Bond Funds included in the FY

7. Ordinance amending the professional services agreement with WGI, Inc. in the increased
amount of $1,550,545 for a total contract amount of $2,063,748 for additional architectural
and engineering design services associated with the design, bid, construction phase and
other related services required as part of the Main Plaza Improvements project; and
approving the acceptance and appropriation of donations from the Main Plaza Conservancy
to the City in an amount of $5,000,000 for the Main Plaza Improvement Project. Funding is

Acquisition, Sale or Lease of Real Property
8. Ordinance authorizing the acquisition of a conservation easement over the Edwards Aquifer
Recharge Zone on a 72.73-acre tract of land known as the Wolfe Property located in Medina
County, Texas from John Emery Wolfe, Gwendolyn Marie Wolfe and Mark Lloyd Wolfe,
and authorizing payment to Alamo Title Company as escrow agent in the amount of
$285,970.21 from the San Antonio Municipal Facilities Corporation fund. Funding is

9. Ordinance authorizing the acquisition of a conservation easement over the Edwards Aquifer

Grant Applications and Awards
10. Ordinance authorizing the acceptance of grant funds from the Federal Aviation
Administration (FAA) Airport Improvement Program (AIP) in the amount of $17,471,791
with a cash match of $5,823,930 for a total of $23,295,721 for the San Antonio International
Airport. Funding for the cash match is from Interim Airport Financing. [Jeff Coyle,

11. Ordinance amending Chapter 5 of the City Code entitled “Animals” to prohibit the

23. Ordinance approving a contract with Ricondo & Associates, Inc. to provide financial
consulting services for the Aviation Department for an estimated cost of $600,000 annually

agreement will be for a period upon award through June 30, 2028, with two, one-year
renewals. Funding is from the Aviation Department’s Operating and Maintenance Fund.

24. Ordinance approving professional service contracts with Hagerty Consulting Inc.; IEM

management services for an initial term of three years with two, one-year renewals, for a
total amount not to exceed $950,000 over the five-year term. Funding is from the Urban

25. Ordinance ratifying an amendment to the agreement with Angel Staffing, Inc. for
emergency medical staffing services and additional clinicians to support immunization
efforts, as part of the City of San Antonio Metropolitan Health District’s Public Health
Emergency Preparedness and Immunizations Programs. Amendment is in the amount of
$275,000 for a total amount of $3,275,000 for the term September 1, 2022, through August
31, 2025, and a total contract amount of up to $3,462,500, inclusive of renewals. Funding of
$102,515 is from the Centers for Disease Control and Prevention (CDC) Immunizations and
Vaccines for Children Program Grant; $93,695 is from the CDC Public Health Crisis
Response Cooperative Agreement Grant; and $78,790 is from the General Fund FY 2025

26. Ordinance approving two agreements for oral health assessments and preventive dental care
services for children enrolled in Head Start programs for terms beginning September 1,
2025 through August 31, 2026 with: 1) Parent/Child Incorporated for up to $48,960, with
in-kind services up to $9,792 per term with the option to renew for two, one-year terms for a
cumulative amount of $146,880, inclusive of renewals, and in-kind services in a cumulative
amount of $29,376; and 2) AVANCE-San Antonio for up to $39,925, with in-kind services
up to $7,985 per term with the option to renew for three, one-year terms, for a cumulative
amount of $159,700, inclusive of renewals, and in-kind services in a cumulative amount of
$31,940. Funding generated through these agreements is for the direct reimbursement of
services provided by Metro Health with no fiscal impact to the City’s General Fund. [Erik

27. Ordinance approving an agreement with the Department of State Health Services (DSHS)
for the collection of data for the Texas Behavioral Risk Factor Surveillance System
(BRFSS) survey in an amount up to $25,951.23 for the term October 1, 2025 through
September 30, 2026, with the option to renew for a one-year term in an amount up to
$55,981.23, for a total contract amount up to $81,932.46, inclusive of renewal. Funding is
from the Centers for Disease Control & Prevention (CDC) Building Resilience:

and Texas Department of Transportation (TxDOT) in the estimated amount of $12,000,000

Harding Boulevard) project, located within TxDOT right-of-way in Council District 3.

36. Resolution amending an Advance Funding Agreement between the City of San Antonio and
Texas Department of Transportation (TxDOT) for a total amount of $3,221,664 for
construction-related expenses and a total of $49,611 for administrative oversight of federal
funds for the Roosevelt Avenue (US 90 to Southeast Loop 410), a 2017 Bond and federally
funded project, located in Council District 3. The match for this project is $1,051,394 which
