The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.

Members of the public can comment on items on the agenda. To sign up to speak visit

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

4. Ordinance ratifying an amendment to the contract with Honeywell International Inc.,
formerly US Digital Designs, Inc., for the maintenance and support of the Fire Station
Alerting System (FSAS) and the Computer Aided Dispatch (CAD) system component for
the San Antonio Fire Department, extending the contract for an estimated 5-year cost of
$1,117,377.80. Funding for Year 1 in the amount of $209,853.95 is from the General Fund

Capital Improvements
5. Ordinance approving a construction contract with F.A. Nunnelly Company for a new police
substation located at 8811 S. Flores Street for a total contract amount not to exceed
$16,200,000. Funding is from the 2022 General Bond Obligation Bond Program included in

6. Ordinance approving an Advanced Funding Agreement (AFA) between the Texas
Department of Transportation (TxDOT) and the City of San Antonio; accepting a grant
reimbursement in the estimated amount of $800,000 from TxDOT related to the planning
costs; and authorizing payment in the amount not to exceed $5,600 to TxDOT for Direct
State Costs for the Multimodal Planning Study of Harry Wurzbach Road from I-410 to Fort
Sam Houston Gate on San Antonio Boulevard. Funding of $200,000 is from the FY 2026
General Fund, and $5,600 is from the FY 2026 Advanced Transportation District Fund

Acquisition, Sale or Lease of Real Property
7. Ordinance approving a lease with Civil Air Patrol for 13,307 square feet of ground space
and 10,621 square feet of hangar space at 8500 Mission Road at Stinson Municipal Airport
to house emergency operations and related administrative and training functions. Annual
rental rate of $1.00 will be deposited into the Airport Operating & Maintenance Fund. [Jeff

8. Ordinance approving the exchange of 3.504 acres (152,638 square feet) of privately-owned
land located in New City Block 14945, City of San Antonio, Bexar County, Texas, for 1.844

San Antonio, Bexar County, Texas, as requested by Petitioner, Longhorn Quarry QOZB, LP.

9. Ordinance approving the transfer of operations and management of a 163 acre portion of the
Rancho Diana preserve from the Parks Department to the Southern Edwards Plateau Habitat
Conservation Plan (SEP-HCP), conveyance of a conservation easement to the Edwards
Aquifer Conservancy, and appropriates funding in the amount of $1,507,396.29 from the
Southern Edwards Plateau Habitat Conservation Plan Fund and authorizes the
reimbursement to the 2000 Proposition 3 for the initial purchase of this portion of Rancho

Grant Applications and Awards
10. Ordinance authorizing the acceptance of grant funds from the Federal Aviation
Administration Airport Improvement Program in the amount of $5,898,383 with a cash
match of $1,966,127 for a total of $7,864,510 for the South Remain Overnight aircraft
parking project at the San Antonio International Airport. Funding for the cash match is from

11. Ordinance authorizing the submission of the Community Action Plan and acceptance upon
award of up to $2,202,537 in Community Services Block Grant funds from the Texas

self-sufficiency for the period January 1, 2026 through December 31, 2026, and authorizing

12. Ordinance amending Ordinance No. 2025-01-30-0074 and Ordinance No. 2025-10-16-
