Resolution to move the City of San Antonio’s General Election for City Council and Mayor from May to November, in odd-numbered years, as recently authorized by an amendment to Texas Election Code Section 41.0052 during the 89th Legislative Session. 5. Ordinance amending the Construction Manager at Risk contract with Hensel Phelps Construction Co. to establish a Guaranteed Maximum Price (GMP) of $1,309,742,171 for the construction of the New Terminal Facility and enabling projects at the San Antonio International Airport. Funding is from Airport grants, interim Airport financing, the Passenger Facility Charge Fund, and the Airport Improvement & Contingency Fund included in the FY 2026 Capital Budget. Ordinance amending the contract with Honeywell Building Solutions for purchase and installation of Building Automation System (BAS) controller devices to replace obsolete controllers for the Heating Cooling Air Conditioning (HVAC) system at the Henry B. Gonzalez Convention Center and the Lila Cockrell Theatre for the Convention & Sports Facilities Department. Funding of $1,071,113.56 is from the Hotel Occupancy Tax Fund and included in the FY 2026 Capital Budget. Ordinance approving a contract with La Med Facility Maintenance Inc for mowing of medians for an estimated cost of $279,948 annually and an estimated total cost of $1,399,740. The initial term of the agreement will be January 1, 2026, through December 31, 2028, with two, one-year renewal options. Funding of $279,948 for the initial year is from the Storm Water Operating Fund FY 2026 Adopted Budget. Funding for future years is contingent upon City Council approval of the Annual Budget. Ordinance approving a construction contract with E-Z Bel Construction, LLC including one additive alternate in the amount of $8,050,206.88 of which $103,000 will be reimbursed by San Antonio Water System (SAWS) and $1,345,141 will be reimbursed by CPS Energy for the Covel Rd. (Ray Ellison – Patrol Rd.) 2022 Bond project. Funding is from the 2022 General Obligation Bond Program included in the FY 2026 Capital Budget. Ordinance approving the contract for the Abe Lincoln Shared Used Path with E-Z Bel Construction, LLC for the Capital Delivery Department in an amount of $1,517,537.80 of which $1,000 will be reimbursed by San Antonio Water System (SAWS), $500 will be reimbursed by CPS Energy, and $3,500 will be reimbursed by Grey Forest Utilities. Ordinance approving the acquisition through negotiation or condemnation, of interests in land sufficient for project purposes of privately-owned real property and declaring the Leon Creek Greenway Project from the Rim to Raymond Russell Park, a 2015 Proposition 2 Sales Tax Initiative funded project, to be a public use project and a public necessity for the acquisition of 1.321 acres of land located in New City Block 34760 along Leon Creek. Ordinance approving a contract with Ricondo & Associates, Inc. for the preparation of an environmental impact statement for the San Antonio International Airport for a total cost not to exceed $4,500,000. The term of this contract begins upon award and will terminate upon completion of the environmental impact statement. Funding is from the Federal Aviation Administration Airport Improvement Program grant and Airport Interim Financing included in the FY 2026 Capital Budget. Ordinance amending the Parking Agreement with HPARC to extend the term for three years with an additional two-year extension option. Ordinance amending the Funding Agreement between Hemisfair Park Area Redevelopment Corporation (“HPARC”) and the City of San Antonio to reimburse HPARC in an amount not to exceed $250,000.00 for management fees in connection with capital projects within the HPARC footprint. Funding is from General Obligation Bonds and Certificates of Obligation from the associated projects and included in the FY 2026 Capital Budget. Ordinance approving a Funding Agreement between City of San Antonio and SATL Retail Unit LLC for $300,000 for the construction of a new, publicly accessible elevator on the River Walk. Funding in the amount of $150,000 is from the River Walk Capital Improvement Fund FY 2026 Adopted Budget and $150,000 is from the General Fund and is included in the FY 2026 Capital Budget. Ordinance amending the City of San Antonio Major Thoroughfare Plan, a component of the City of San Antonio Master Plan, by realigning a proposed segment of Macdona-Lacoste Road, a Secondary Arterial Type A requiring 86’ feet of right-of-way, between existing Old Pearsall Road (FM 2536) and existing Texas State Highway Loop 1604, along existing Nelson Road.
