The City Council will hold its regular meeting in the Norma S. Rodriguez Council Chamber in
the Municipal Plaza Building located at 114 W. Commerce Street beginning at the above
referenced date and time for the following items. Once convened, the City Council will take
up the following items in any order during the meeting but no sooner than the designated times.
9:00 AM: Call to Order
Members of the public can comment on items on the agenda. To sign up to speak visit
www.saspeakup.com. Click on meetings and events and select the meeting you’d like to
participate in. Sign up to speak or submit a written comment. NOTE: Speaker registration
closes 15 minutes before the start of the meeting. Questions relating to these rules may be

Individuals signing up for public comment may register for VIA bus fare or parking validation at
www.saspeakup.com. VIA bus fare or parking at City Tower Garage (located at 100 Blk N.
Main) will be provided to individuals who request the assistance. Staff will provide VIA bus fare

During the meeting, the City Council may meet in executive session for consultation with the
City Attorney's Office concerning attorney-client matters under Chapter 551 of the Texas
Government Code.

from May to November, in odd-numbered years, as recently authorized by an amendment to
Texas Election Code Section 41.0052 during the 89th Legislative Session.
5. Ordinance amending the Construction Manager at Risk contract with Hensel Phelps
Construction Co. to establish a Guaranteed Maximum Price (GMP) of $1,309,742,171 for
the construction of the New Terminal Facility and enabling projects at the San Antonio
International Airport. Funding is from Airport grants, interim Airport financing, the
Passenger Facility Charge Fund, and the Airport Improvement & Contingency Fund

Purchase of Services, Supplies and Equipment
6. Ordinance amending the contract with Honeywell Building Solutions for purchase and
installation of Building Automation System (BAS) controller devices to replace obsolete
controllers for the Heating Cooling Air Conditioning (HVAC) system at the Henry B.
Gonzalez Convention Center and the Lila Cockrell Theatre for the Convention & Sports
Facilities Department. Funding of $1,071,113.56 is from the Hotel Occupancy Tax Fund

7. Ordinance approving a contract with La Med Facility Maintenance Inc for mowing of
medians for an estimated cost of $279,948 annually and an estimated total cost of
$1,399,740. The initial term of the agreement will be January 1, 2026, through December
31, 2028, with two, one-year renewal options. Funding of $279,948 for the initial year is
from the Storm Water Operating Fund FY 2026 Adopted Budget. Funding for future years is

Capital Improvements
8. Ordinance approving a construction contract with E-Z Bel Construction, LLC including one
additive alternate in the amount of $8,050,206.88 of which $103,000 will be reimbursed by
San Antonio Water System (SAWS) and $1,345,141 will be reimbursed by CPS Energy for
the Covel Rd. (Ray Ellison – Patrol Rd.) 2022 Bond project. Funding is from the 2022
General Obligation Bond Program included in the FY 2026 Capital Budget. [John Peterek,

9. Ordinance approving the contract for the Abe Lincoln Shared Used Path with E-Z Bel
Construction, LLC for the Capital Delivery Department in an amount of $1,517,537.80 of
which $1,000 will be reimbursed by San Antonio Water System (SAWS), $500 will be
reimbursed by CPS Energy, and $3,500 will be reimbursed by Grey Forest Utilities.
Funding is from TxDOT and the General Fund included in the FY 2026 Capital Budget.

10. Ordinance approving the 2026 Pedestrian Mobility & Streets Task Order Contract Package
4 (2022 Bond) Project with AG3 Group, LLC in an amount not to exceed $6,159,337 of
which $157,250 will be reimbursed by San Antonio Water System (SAWS). Funding is from
the 2022 General Obligation Bond Program included in the FY 2026 Capital Budget. [John

11. Ordinance approving the Pedestrian Mobility & Streets Task Order Contract Package 5 with
F. D. Concrete, LLC in the amount of $5,911,777 of which $289,570 will be reimbursed by

12. Ordinance approving the Task Order Contract for the 2026 Pavement Preservation Package
13 – Base Repairs with J&P Paving Co., Inc. in the amount not to exceed $1,680,059.62 of
which $6,250 will be reimbursed by San Antonio Water System (SAWS) and $1,000 by City
Public Service (CPS Energy) for necessary adjustments to their existing infrastructure.
Funding is from the General Fund, the Advanced Transportation District Fund, and the

13. Ordinance approving the Task Order Contract for the 2026 Street Rehabilitation Package 1

Service (CPS Energy). Funding is from the General Fund, Advanced Transportation District

Acquisition, Sale or Lease of Real Property
16. Ordinance approving the acquisition through negotiation or condemnation, of interests in
land sufficient for project purposes of privately-owned real property and declaring the Leon
Creek Greenway Project from the Rim to Raymond Russell Park, a 2015 Proposition 2
Sales Tax Initiative funded project, to be a public use project and a public necessity for the
acquisition of 1.321 acres of land located in New City Block 34760 along Leon Creek.

19. Ordinance approving a contract with Ricondo & Associates, Inc. for the preparation of an
environmental impact statement for the San Antonio International Airport for a total cost not
to exceed $4,500,000. The term of this contract begins upon award and will terminate upon
completion of the environmental impact statement. Funding is from the Federal Aviation
Administration Airport Improvement Program grant and Airport Interim Financing included

20. Ordinance amending the Parking Agreement with HPARC to extend the term for three years
with an additional two-year extension option. Total revenue in the amount of $203,590.74

21. Ordinance amending the Funding Agreement between Hemisfair Park Area Redevelopment
Corporation (“HPARC”) and the City of San Antonio to reimburse HPARC in an amount

the HPARC footprint. Funding is from General Obligation Bonds and Certificates of
Obligation from the associated projects and included in the FY 2026 Capital Budget. [Ben

22. Ordinance approving the memorial street name designation of a portion of Iowa Street,

23. Ordinance approving a Funding Agreement between City of San Antonio and SATL Retail
Unit LLC for $300,000 for the construction of a new, publicly accessible elevator on the

Improvement Fund FY 2026 Adopted Budget and $150,000 is from the General Fund and is

25. Ordinance amending the City of San Antonio Fee Waiver Program to increase SAWS fee
waivers available for affordable housing projects, make fire-damaged residential properties

26. Ordinance authorizing approval of a SAWS impact fee waiver increase to a total amount not

27. Ordinance amending the Funding Agreements with Blueprint Ministries, Meals on Wheels

28. Ordinance amending the City of San Antonio Major Thoroughfare Plan, a component of the
City of San Antonio Master Plan, by realigning a proposed segment of Macdona-Lacoste
Road, a Secondary Arterial Type A requiring 86’ feet of right-of-way, between existing Old
Pearsall Road (FM 2536) and existing Texas State Highway Loop 1604, along existing
