The Fire Fighters’ and Police Officers’ Civil Service Commission will hold its regular meeting in the
Municipal Plaza Building, Room B beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police
Officers’ Civil Service Commission will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission shall
consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on December 16, 2022
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval to administer a Fire Engineer Examination.
The twohour written examination will be given at 9:00 AM on February 28, 2023, at the
Convention Center, 900 E. Market Street in Room 221. The eligibility resulting from this exam will
remain in existence for one (1) year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted.
3. Notice and appropriate action regarding the approval to administer a Fire Captain Examination.
The twohour written examination will be given at 9:00 AM on March 20, 2023, at the
Convention Center, 900 E. Market Street in Room 006. The eligibility resulting from this exam will
remain in existence for one (1) year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted.
4. Approval of the annual lists of potential materials for which promotional examination questions may
be taken for written promotional examination for the ranks of Fire Engineer, Fire Lieutenant, Fire
Captain, and District Fire Chief. These potential study material lists will be valid for examinations
to be administered within the one (1) year period beginning April 1, 2023 and ending March 31,
2024.
5. Notice and appropriate action regarding the approval to administer a Police Detective Investigator
Examination. The twohour written examination will be given at 9:00 AM on June 29, 2023, at the
Convention Center, 900 E. Market Street in the Hemisfair Ballroom. The eligibility list resulting
from this exam will remain in existence for one (1) year from the day after the written exam was

6. Notice and appropriate action to approve the announcement for the Firefighter Trainee
examination. This three and a half (3.5) hour written examination will be given at 11:00 AM on
May 4, 2023, at the Henry B. Gonzalez Convention Center, 900 East Market Street, San
Antonio, TX 78205. The eligibility list resulting from this exam will be valid for a period of one (1)
year from the date of approval or until the list is exhausted.
7. Notice and appropriate action regarding the approval to administer a Probationary Firefighter
Examination. The twohour written examination will be given at 9:00 AM on March 17, 2023, at
the Fire Training Academy, 300 S. Callaghan Road, San Antonio, Texas 78227. The eligibility list
will be valid for a period of one (1) year from the date of approval or until the list has been
exhausted.
8. Notice and appropriate action to approve the eligibility list for the position of District Fire Chief
created from the District Fire Chief Written Examination administered on November 17, 2022,
and the District Fire Chief Assessment Center administered December 13, 2022, through
December 15, 2022. This list is being amended to reflect an adjusted assessment center score.
This eligibility list will be valid for a period of one (1) year from the day after the written exam was
given, or until the list is exhausted.
9. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Adam Janoss – Rule IX 14n – Criminal Activity – Permanently Unsuitable
b. Jesse Rios – Rule IX 10 – Personal Interview and/or Behavioral Assessment device – Eligible
after March 30, 2023
c. Timothy Hinkle – Rule IX 14i – Criminal Activity – Permanently Unsuitable
d. Stephanie Coy – Rule IX 11 – False Statement of Material Fact – Permanently Unsuitable
e. Marcus Williams Rule IX 9d – False Statement of Material Fact – Permanently Unsuitable
f. Jonathan Herrera Rule IX 9d – Use of Illicit Substances – Eligible after April 1, 2024
g. Wilbert Wilson – Rule IX 14i – Criminal Activity – Eligible after January 26, 2032
10. Notice of SAFD disciplinary suspensions without pay:
a. A one (1) day suspension for Fire Engineer Branden Twitchell effective December 12, 2022.
b. An indefinite suspension for Fire Engineer Kyle Graham effective December 12, 2022. A
release and settlement agreement reduces the suspension to a ninety (90) day suspension.
c. An indefinite suspension for Firefighter Michael Hernandez effective December 12, 2022. A
release and settlement agreement reduces the suspension to a ninety (90) day suspension.
d. A three (3) day suspension for Fire Engineer Ricardo Galindo effective December 7, 2022.
These matters have not been appealed and are therefore final.
