The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 114 W. Commerce Street, San Antonio, TX 78205, Room B beginning at 2:00 PM. Once
convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the
following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on {February 20, 2023}
Briefing and Possible Action on the following items
2. Protest and appeals of questions from the written examination for the position of Fire Engineer
administered on February 28, 2023.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of Fire
Engineer created from examination administered on February 28, 2023. This eligibility list will
remain in existence for one year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted. If changes are made to the examination
as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be
certified at a subsequent Commission Meeting.
4. Notice and appropriate action regarding the approval of the eligibility list for the position of Fire
Lieutenant created from examination administered on February 3, 2023. This eligibility list will
remain in existence for one year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted.
5. Notice and appropriate action to approve three lists of psychiatrists to evaluate three San Antonio
Police Department applicants.
6. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. A five (5) day suspension for Officer Andrew M. Bonorden effective February 12, 2023.
b. An agreed ten (10) day suspension for Officer Anthony Ramirez effective February 15, 2023.

f. A one (1) day suspension for Officer Noah Mendoza effective March 3, 2023.
g. A one (1) day suspension for Sergeant Anastacio G. Hernandez effective January 28, 2023.
h. A fifteen (15) day suspension for Detective Jonathon R. Hoggard effective January 23, 2023.
i. A one (1) day suspension for Officer Julio C. De La Garza effective January 27, 2023.
j. A one (1) day suspension for Officer Mario Prado effective January 25, 2023.
k. An agreed one (1) day suspension for Officer Roland G. Sanchez effective January 25, 2023.
l. A one (1) day suspension for Fire Engineer Steven Boldway effective February 23, 2023.
m. An indefinite suspension for Firefighter Aaron Barker effective March 1, 2023. A Release and
Settlement agreement reduces suspension to a ninety (90) day suspension.
n. A one (1) day suspension for Fire Engineer Michael Baumann effective January 26, 2023.
These matters have not been appealed and are therefore final.
o. An indefinite suspension for Officer Matthew Belver effective January 31, 2023. A letter of
appeal was received on January 31, 2023.
Public Comments
Executive Session: The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time
during the meeting recess into an executive session to discuss personnel and/or legal issues related to any
item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with
attorney).
