The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on March 21, 2023.
Public Comments
Briefing and Possible Action on the following items
2. Protest and appeals of questions from the written examination for the position of Fire Captain
administered on March 20, 2023.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of Fire
Captain created from examination administered on March 20, 2023. This eligibility list will remain
in existence for one year beginning on the first day of the month following the month the written
examination was given or until the list is exhausted. If changes are made to the examination as a
result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be
certified at a subsequent Commission Meeting.
4. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. A one (1) day suspension for Officer Vincent S. Aceituno effective March 20, 2023.
b. An agreed thirty (30) day suspension for Officer Michael Le effective March 14, 2023.
c. A one (1) day suspension for Fire Engineer Ryan Edwards effective March 27, 2023.

d. An indefinite suspension for Officer Miguel A. Leal effective March 21, 2023. A letter of appeal
was received on March 22, 2023.
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the
meeting recess into an executive session to discuss personnel and/or legal issues related to
any item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071
(consultation with attorney).
