The Fire Fighters’ and Police Officers’ Civil Service Commission will hold its regular meeting in the 100
W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission shall
consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on June 10, 2024.
Briefing and Possible Action on the following items
2. Notice and appropriate action regarding the approval to administer a Fire Engineer examination.
The twohour written examination will be given at 9:00 AM on August 6, 2024, at the Henry B.
Gonzalez Convention Center, 900 East Market St. in Room 221. The eligibility list resulting from
this exam will remain in existence for one year beginning on the first day of the month following the
month the written examination was given or until the list is exhausted.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of Police
Captain created from Police Captain Examination administered in two parts on March 19, 2024,
and April 16, 2024. This eligibility list will be valid for 18 months from the date of certification by
the Commission.
4. Discussion and possible action regarding the fitness for duty of one (1) San Antonio Firefighter,
pursuant to Texas Government Code Section 551.074 (personnel matters) and 551.071
(Consultation with attorney). This item will be heard in Executive Session before the Commission
reconvenes in Open Session to take action.
5. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. A ten (10) day suspension for Officer Timothy Martinez effective June 8, 2024.

c. A one (1) day suspension for Fire Engineer David Brooks effective June 13, 2024.
d. An agreed three (3) day suspension for Officer Orlando H. Jimenez effective June 14, 2024.
e. A one (1) day suspension for Officer Xavier K. Hutchinson effective June 17, 2024.
f. An agreed thirty (30) day suspension for Detective Arthur F. Lopez effective June 20, 2024.
These matters have not been appealed and are therefore final.
Public Comments
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda,
pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
