The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on December 9, 2024.
Briefing and Possible Action on the following items
2. Discussion and ratification of the Commission decision to modify the disqualification factor for
SAPD applicant, Alexander Ortiz from Rule IX 16 – Temperate Habits to Rule IX 11 – False
Statement of Material Fact.
3. Notice and appropriate action regarding the approval to administer a Fire Captain Examination.
The twohour written examination will be given at 9:00 AM on March 3, 2025, at the Convention
Center, 900 E. Market Street in Room 006. The eligibility resulting from this exam will remain in
existence for one (1) year beginning on the first day of the month following the month the written
examination was given or until the list is exhausted.
4. Notice and appropriate action regarding the approval of the eligibility list for the position of
Probationary Firefighter created from Probationary Firefighter Examination administered on
December 13, 2024. This eligibility list will be valid for a period of one (1) year from the effective
date or until the list is exhausted.
5. Approval of the annual lists of potential materials for which promotional examination questions may
be taken for written promotional examination for the ranks of Fire Engineer, Fire Lieutenant, Fire
Captain, and District Fire Chief. These potential study material lists will be valid for examinations

6. Review, discussion, and possible action regarding SAPD applicant appeal to beginning positions.

b. Seth Tabor– Rule IX 13a1 – Use of Illicit Substances – Permanently Unsuitable
c. Marco Chavez – Rule IX 14f – Criminal History – Eligible January 30, 2029
d. Juan Rodriguez– Rule IX 16a – Temperate Habits – Eligible to reapply September 1, 2025
e. Aaron Andrade– Rule IX 8 – Compliance – Eligible to reapply December 21, 2024
f. Chris Barrera– Rule IX 14k – Criminal History – Permanent Disqualification
7. Notice and appropriate action regarding the election of Chair and ViceChair for the Firefighters’
and Police Officers’ Civil Service Commission.
8. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An agreed one (1) day suspension for Officer Daniel A. Jolly effective December 17, 2024.
b. A three (3) day suspension for Officer Eric M. Padilla effective December 7, 2024.
c. An agreed one (1) day suspension for Officer Giana C. Florian effective December 5, 2024.
d. An agreed one (1) day suspension for Officer Victoria J. Ocejo effective December 4, 2024.
e. An indefinite suspension for Fire Engineer Marte FloresGonzalez effective December 4, 2024.
A release and settlement agreement reduces the suspension to a thirty (30) day suspension.
f. An agreed fifteen (15) day suspension for Officer Justin T. Hoffman effective December 17,
2024.
g. An agreed one (1) day suspension for Officer Arturo Mancias effective December 23, 2024.
h. A one (1) day suspension for Fire Engineer Stuart Fluitt effective December 7, 2024.
i. An indefinite suspension for Firefighter Nicholas Vomero effective December 19, 2024. A
release and settlement agreement reduces the suspension to a thirty (30) day suspension.
j. An agreed one (1) day suspension for Officer Vincent L. Reisiger effective December 21, 2024.
k. An agreed three (3) day suspension for Officer Mario A. Garcia Garcia effective December 20,
2024.
l. An agreed five (5) day suspension for Officer Justin Carter effective December 26, 2024.
m. An indefinite suspension for Fire Engineer Joshua Downes effective January 6, 2025. A release
and settlement agreement reduces the suspension to a thirty (30) day suspension.
These matters have not been appealed and are therefore final.
n. An indefinite suspension for Detective Jack E. Harper III effective December 18, 2024. A letter
of appeal was received on December 19, 2024.

meeting recess into an executive session to discuss personnel and/or legal issues related to any
item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation
with attorney).
