The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in
the 100 W. Houston Street, San Antonio, TX 78205, City Tower Large Conference Room
10.W1003 beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting
shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission
meeting on January 13, 2025.
Briefing and Possible Action on the following items
2. Protest and appeals of questions from the written examination for the position of Fire Lieutenant
administered on February 3, 2025.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of Fire
Lieutenant created from examination administered on February 3, 2025. This eligibility list will
remain in existence for one year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted. If changes are made to the examination
as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be
certified at a subsequent Commission Meeting.
4. Notice and appropriate action regarding the approval to administer a Police Detective Investigator
Examination. The twohour written examination will be given at 9:00 AM on July 7, 2025, at the
Henry B. Gonzalez Convention Center, 900 E. Market Street in the Hemisfair Ballroom. The
eligibility list resulting from this exam will remain in existence for one (1) year from the day after the
written exam was given, or until the list is exhausted.
5. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions.
a. Maryanne Parsons – Rule IX 6 – Polygraph Examination – Eligible January 30, 2025
Lieutenant created from examination administered on February 3, 2025. This eligibility list will
remain in existence for one year beginning on the first day of the month following the month the
written examination was given or until the list is exhausted. If changes are made to the examination
as a result of the Appeals Hearing, this item will be tabled, and an amended eligibility list will be

7. Notice of SAPD disciplinary suspensions without pay:
a. A five (5) day suspension for Officer Andrew Nahnsen effective January 10, 2025.
b. An agreed three (3) day suspension for Officer Courtney Morris effective January 14, 2025.
c. A one (1) day suspension for Officer Ethan B. MaherGuillen effective January 14, 2025.
d. A ten (10) day suspension for Officer John E. Carroll effective January 13, 2025.
e. A one (1) day suspension for Detective Steven D. Rivas effective January 24, 2025.
f. A one (1) day suspension for Officer Thomas M. Rivas effective January 16, 2025.
g. A one (1) day suspension for Officer Andrzej McKinski effective January 29, 2025.
h. An agreed one (1) day suspension for Officer Caleb M. Fechner effective January 27, 2025.
i. A one (1) day suspension for Detective Charlie Griffin effective January 30, 2025.
j. A one (1) day suspension for Officer Cristian R. Valadez effective February 10, 2025.
k. An agreed fortyfive (45) day suspension for Officer Elliot E. Torres effective February 5,
2025.
l. A one (1) day suspension for Officer Joaquin D. Pena effective January 31, 2025.
m. An agreed fifteen (15) day suspension for Officer Michael E. McCaffety effective February 6,
2025.
n. An agreed one (1) day suspension for Officer Shawn S. La Grow effective February 5, 2025.
o. An agreed five (5) day suspension for Officer Warren G. Zepeda effective January 28, 2025.
p. An agreed one (1) day suspension for Officer Alexander Rodriguez effective February 8, 2025.
q. An agreed two (2) day suspension for Sergeant Frederick J. Grataski, Jr. effective February 10,
2025.
These matters have not been appealed and are therefore final.
r. An indefinite suspension for Officer Miguel J. Marchand effective January 13, 2025. A letter of
appeal was received on January 17, 2025.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this agenda,
pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
