The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular
meeting in the 100 W. Houston Street, San Antonio, TX 78205, City Tower Conference Room B.
00.W410 beginning at 2:30 PM. Once convened, the Fire Fighters’ and Police Officers’ Civil
Service Commission Meeting will take up the following items no sooner than the designated
times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission
Meeting shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service
Commission meeting on June 9, 2025.
Briefing and Possible Action on the following items
2. Protest and appeals of questions from the written examination for the position of Detective
Investigator administered on July 7, 2025.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of
Police Detective Investigator created from the examination administered on July 7, 2025.
This eligibility list will be valid for a period of one (1) year after the date on which the
written examination was given or until the list is exhausted. If changes are made to the
examination as a result of the Appeals Hearing, this item will be tabled, and an amended
eligibility list will be certified at a subsequent Commission Meeting.
4. Notice and appropriate action regarding the approval of the eligibility list for the position of
Probationary Firefighter created from Probationary Firefighter Examination administered on
June 23, 2025. This eligibility list will be valid for a period of one (1) year from the
effective date or until the list is exhausted.
5. Notice of SAPD and SAFD disciplinary suspensions without pay:
a. An indefinite suspension for Fire Engineer Kevin Cyrus effective May 15, 2025. A release
and settlement agreement reduces the suspension to a ninety (90) day suspension.
b. A one (1) day suspension for Officer Amanda N. Brown effective June 4, 2025.
c. A one (1) day suspension for Officer Tristen D. Wesson effective May 31, 2025.
d. A one (1) day suspension for Officer Thomas J. Gutierrez effective June 3, 2025.
e. An agreed forty-five (45) day suspension for Officer Virginia G. Moore effective June 9,
2025.
f. A three (3) day suspension for Officer Marcus A. Alcala effective June 21, 2025.
g. An agreed two (2) day suspension for Officer Jesus A. Monsivais effective June 24, 2025.
h. An agreed four (4) day suspension for Officer Antonio Uriegas, Jr. effective June 18,
2025.
i. An agreed three (3) day suspension for Officer Victoria E. Macoy effective June 18, 2025.
j. An indefinite suspension for Fire Engineer Jesse Rodriguez effective June 18, 2025. A
release and settlement agreement reduces the suspension to a ninety (90) day suspension.
k. An agreed thirty (30) day suspension for Officer Jordan A. Helire effective June 27, 2025.
l. An agreed two (2) day suspension for Officer Erick F. Ceballos effective July 3, 2025.
m. An agreed three (3) day suspension for Detective Joshua J. Kies effective July 3, 2025.
n. An agreed two (2) day suspension for Officer Jesse J. Saldana effective July 2, 2025.
o. An agreed one (1) day suspension for Officer Myles R. Ramirez effective July 2, 2025.
p. An agreed four (4) day suspension for Officer Payton L. McIntyre effective July 3, 2025.
q. A one (1) day suspension for Detective Onesimo Sifuentes, Jr. effective July 11, 2025.
These matters have not been appealed and are therefore final.
r. An indefinite suspension for Officer Laurence C. Levi effective June 10, 2025. A letter of
appeal was received on June 11, 2025.
s. An indefinite suspension for Officer Emilio J. De La Rosa effective June 23, 2025. A
letter of appeal was received on June 23, 2025.
Public Comments
The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the
meeting recess into an executive session to discuss personnel and/or legal issues related to any
item on this agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation
with attorney).
