Houston Street, Monday, August 11, 2025 9:00 AM San Antonio, TX 78205, 10.W1003 – 10th Floor The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular meeting in the 100 W. Houston Street, San Antonio, TX 78205, 10.W1003 – 10th Floor beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will take up the following items no sooner than the designated times. Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission Meeting shall consider the following: Approval of Minutes 1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service Commission meeting on July 18, 2025. Briefing and Possible Action on the following items 2. Notice and appropriate action regarding the approval of the amended Eligibility List for the position of Fire Engineer to include Aaron Villarreal who took the Fire Engineer exam on May 16, 2025, because he missed the original exam due to military orders. The original eligibility list was created from the Fire Engineer Examination administered on February 12, 2024. 3. Notice and appropriate action regarding the approval to administer a Police Captain examination which will consist of a written examination and a video recorded assessment center. The two-hour written examination will be given at 9:00 AM on January 8, 2026, at the Henry B. Gonzalez Convention Center, 900 East Market Street, Room 006. Information regarding the date, time, and location of the video recorded assessment center will be announced in the Daily Bulletin at a later date. The eligibility list resulting from this exam will remain in existence for 18 months from the date of certification by the Commission, or until the list is exhausted. 4. Notice and appropriate action to approve two lists of psychiatrists to evaluate two San Antonio Police Department applicants. 5. Review, discussion, and possible action regarding SAPD applicants appeal to beginning positions. a. Adriana Leal – Rule IX 13f1 – Use of Illicit substances – Eligible to reapply December 2027 b. Caleb Jimenez – Rule IX 14f – Criminal Activity – Permanently Unsuitable c. Angel Hernandez – Rule IX 16b – Temperate Habits – Eligible to reapply January 24, 2026 d. Nathaniel Hill – Rule IX 9a – Employment History – Eligible to reapply October 28, 2026 e. Alan Goldy Sanders – Rule IX 5c – Driving record – Eligible to reapply f. Gustavo Salazar – Rule IX 14n – Criminal Activity – Permanently Unsuitable 6. Review, discussion, and possible action regarding SAFD applicants appeal to beginning positions. a. Greg Ortiz – Rule IX 8j – Compliance with Processing Requirements – Eligible to reapply b. Brian Stehle – Rule IX 8g – Compliance with Processing Requirements – Eligible to reapply c. P. Floyd Mulholland – Rule IX 13c and 13f – Use of Illicit substances – Eligible to reapply d. Juan Benavides – Rule IX 11 and 14f – False Statement of Material Fact and Criminal Activity – Permanently Unsuitable 7. Notice of SAPD and SAFD disciplinary suspensions without pay: a. A one (1) day suspension for Officer Fernando D. Andre effective July 29, 2025. b. A three (3) day suspension for Officer Jeremy A. Ellinger effective July 14, 2025. c. A one (1) day suspension for Officer Michael A. Ramos effective July 19, 2025. d. A one (1) day suspension for Officer Miguel S. Zuniga effective July 19, 2025. e. A three (3) day suspension for Fire Engineer Cesar Garza effective July 29, 2025. f. A one (1) day suspension for Fire Engineer Chad Tilley effective July 29, 2025. g. An agreed one (1) day suspension for Officer Thomas M. Rivas effective July 15, 2025. These matters have not been appealed and are therefore final.
