The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular
meeting in the 100 W. Houston Street, San Antonio, TX 78205, 10.W1003 – 10th
Floor beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission
Meeting shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service
Commission meeting on October 13, 2025.
Briefing and Possible Action on the following items
2. Notice and appropriate action to approve the announcement for a Fire Lieutenant
examination. This two (2) hour written examination will be given at 9:00 AM on February
5, 2026, at the Henry B. Gonzalez Convention Center, 900 East Market St., in Room 006.
The eligibility list resulting from this exam will remain in existence for one (1) year
beginning on the first day of the month following the month the written examination was
given or until the list is exhausted.
3. Notice and appropriate action regarding an examination announcement for the rank of
Police Lieutenant. The Police Lieutenant examination will consist of a written examination
and a video recorded assessment center. The two-hour written examination will be given at
9:00 AM on April 17, 2026, at the Henry B. Gonzalez Convention Center, 900 East Market
Street, Room 006. Information regarding the date, time, and location of the video recorded
assessment center will be announced in the Daily Bulletin at a later date. The eligibility list
resulting from this exam will remain in existence for 18 months from the date of
certification by the Commission, or until the list is exhausted.
4. Notice and appropriate action regarding the approval to administer a Police Sergeant
examination. This two (2) hour written examination will be given at 9:00 AM on April 23,
2026, at the Henry B. Gonzalez Convention Center, 900 East Market Street, in Hemisfair
Ballroom. The eligibility list resulting from this exam will remain in existence for one (1)
year after the date on which the written examination was given or until the list is exhausted.
5. Discussion and possible action regarding the fitness for duty of one (1) San Antonio
Firefighter, pursuant to Texas Government Code Section 551.074 (personnel matters) and
551.071 (Consultation with attorney). This item will be heard in Executive Session before
the Commission reconvenes in Open Session to take action.
6. Notice and appropriate action regarding the approval of the eligibility list for the position of
Firefighter Trainee created from Firefighter Trainee Examination administered on August
18, 2025. This eligibility list will be valid for a period of one (1) year from the effective date
or until the list is exhausted.
7. Notice and appropriate action to approve a list of doctors to evaluate a San Antonio Fire
Department applicant.
8. Notice and appropriate action to approve a list of psychiatrists to evaluate a San Antonio
Police Department applicant.
9. Review, discussion, and possible action regarding SAFD applicants appeal to beginning
positions.

These matters have not been appealed and are therefore final.
t. An indefinite suspension for Officer Luis Carrillo effective October 23, 2025. A letter of
appeal was received on October 27, 2025.
Public Comments
Per the Firefighters and Police Civil Service rules, applicant disqualified from the application
process can appeal their disqualification to the Commission. The Commission hears their
appeal and decides to allow them to continue the application process or to uphold the
disqualification.
