The Fire Fighters’ and Police Officers’ Civil Service Commission Meeting will hold its regular
meeting in the 100 W. Houston Street, San Antonio, TX 78205, 10.W1003 – 10th
Floor beginning at 9:00 AM. Once convened, the Fire Fighters’ and Police Officers’ Civil Service
Commission Meeting will take up the following items no sooner than the designated times.
Once a quorum is established, the Fire Fighters’ and Police Officers’ Civil Service Commission
Meeting shall consider the following:
Approval of Minutes
1. Approval of the minutes from the Fire Fighters' and Police Officers' Civil Service
Commission meeting on November 10, 2025.
Briefing and Possible Action on the following items
2. Notice and appropriate action to approve the announcement for a Fire Captain examination.
This two (2) hour written examination will be given at 9:00 AM on March 16, 2026, at the
Henry B. Gonzalez Convention Center, 900 East Market St., in Room 006. The eligibility
list resulting from this exam will remain in existence for one (1) year beginning on the first
day of the month following the month the written examination was given or until the list is
exhausted.
3. Notice and appropriate action regarding the approval of the eligibility list for the position of
Probationary Firefighter created from Probationary Firefighter Examination administered on
December 3, 2025. This eligibility list will be valid for a period of one (1) year from the
effective date or until the list is exhausted.
4. Discussion and possible action regarding the fitness for duty of nine (9) San Antonio Police
Officers, pursuant to Texas Government Code Section 551.074 (personnel matters) and
551.071 (Consultation with attorney). This item will be heard in Executive Session before
the Commission reconvenes in Open Session to take action.
5. Review, discussion, and possible action regarding SAPD applicants appeal to beginning
positions.
a. Jeremy Ruiz – Rule IX 11 – False Statement – Permanently Unsuitable
b. James Gonzalez – Rule IX 6 – Polygraph Evaluation – Eligible to reapply November 1,
2025
c. David Laureano – Rule IX 10 – Assessment – Eligible to reapply March 24, 2026
d. Chance Johnson – Rule IX 8 – Compliance with Processing Requirements – Eligible to
reapply May 26, 2025
e. Dezmin Garcia – Rule IX 10 – Assessment – Eligible to reapply March 24, 2026
6. Notice of SAPD disciplinary suspensions without pay:
a. An agreed one (1) day suspension for Sergeant Michael E. Garcia effective November 21,
2025.
b. An agreed one (1) day suspension for Sergeant Carlos G. Garcia effective November 21,
2025.
c. An agreed two (2) day suspension for Officer Steven Solano effective November 17,
2025.
d. An agreed three (3) day suspension for Officer Bryan Rodriguez effective November 19,
2025.
e. A one (1) day suspension for Officer Daniel Garcia effective November 13, 2025.
f. An agreed thirty (30) day suspension for Sergeant Jesus A. Rubio effective November 16,
2025.
g. An agreed three (3) day suspension for Officer Jaden Martinez effective November 14,
2025.
h. A three (3) day suspension for Officer Kirby Painter effective November 11, 2025.
i. A one (1) day suspension for Officer Albert Santos effective November 11, 2025.
j. A one (1) day suspension for Officer Luke Terrell effective November 3, 2025.
These matters have not been appealed and are therefore final.

The Fire Fighters’ and Police Officers’ Civil Service Commission may at any time during the meeting
recess into an executive session to discuss personnel and/or legal issues related to any item on this
agenda, pursuant to Section 551.074 (personnel matters) and 551.071 (consultation with attorney).
