A notice of this public meeting shall be filed by Bexar County and the City of San Antonio
by Monday, December 8, 2025, in the same manner and in in the same location as required
under Chapter 551, Government Code.
Some members of the San Pedro Creek Development Authority may participate by
videoconference call. In accordance with the requirements of Section 551.127 of the Texas
Government Code, a quorum shall be physically present, and it is the intent of Authority to have
a quorum physically present at the meeting location, UTSA San Pedro 1 Building, Room #450,
located at 506 Dolorosa St., San Antonio, Texas 78204, which shall be open and accessible to
members of the public.
NOTICE OF PUBLIC MEETING
The incorporators of the San Pedro Creek Development Authority have called the organizational
meeting of the Authority. The San Pedro Creek Development Authority will meet on Friday,
December 12, 2025 at 1:00 p.m. in the UTSA San Pedro 1 Building, Room #450, located at 506
Dolorosa St., San Antonio, Texas 78204. Once a quorum is established and the meeting is
convened, the Authority will take up the following items. Members of the public can comment on
items on the agenda.
ORGANIZATIONAL MEETING
Organizer Hope Andrade presiding until officers are elected pursuant to bylaws.
1. Establish a quorum and call meeting to order
2. Public Comments
3. Overview of San Pedro Creek Development Authority
4. Review, discuss, and consider bylaws as previously approved by Bexar County and the
City of San Antonio
5. Selection of City of San Antonio as fiscal and administrative agent and determination of
scope of services:
a. Financial and banking – securing TIN and tax-exempt status, establishing and
managing accounts, interacting with trustee and funding partners, managing
investment funds
b. Administrative – providing meeting agendas and minutes, maintaining records,
scheduling and posting meetings, board correspondence

c. Legal – advising board on open meetings, open records, governance, legal issues
related to financing and development of the project, including negotiation of the
facility lease agreement, project development agreement, and other project related
agreements, etc.
6. Discuss and consider engaging firms for professional services to be paid from bond
proceeds
a. Bond Counsel
b. Underwriter (senior manager and co-manager)
c. Financial Advisor, if any
7. Discuss status of project
8. Review, discuss, and consider Reimbursement Resolution
