The Tax Increment Reinvestment Zone No. 31 Midtown will hold its regular meeting in the Conference
Room A 00.W405, City Tower Building, 100 W. Houston St., San Antonio, Texas 78205 beginning at
1:30 PM. Once convened, the Tax Increment Reinvestment Zone No. 31 Midtown will take up the

Once a quorum is established, the Tax Increment Reinvestment Zone No. 31 – Midtown shall consider
the following:
Public Comments
1. Members of the public must register in person (fill out provided sign in sheet) prior to the posted
meeting time to speak for, against, or on any item on the agenda. Individuals are given three (3)
minutes to speak, and groups are given nine (9) minutes to address the Board.
Approval of Minutes
2. Approval of the Minutes from the June 21, 2024 meeting of the Midtown TIRZ Board of
Directors.
Financial Report
3. The Financial Management Division will present on the financial status of the Midtown TIRZ.
Briefing and Possible Action on the following items
4. Resolution authorizing a 10year 40% tax abatement agreement between Bexar County and
Oxbow Development Group for the real and personal property investments for Isleta LLC at 102
E. Josephine Street and Quincy Residential, LLC at 1200 E. Elmira Street Projects located in City
Council District 1 and within the boundaries of the Midtown Tax Increment Reinvestment Zone
Number 31.
5. Resolution authorizing the negotiation and funding of a development agreement with the
Brackenridge Park Conservancy for up to $7,500,000.00 for various capital projects and
operations in Brackenridge Park.

At any time during the meeting, the Tax Increment Reinvestment Zone No. 31 Midtown may meet in
executive session for consultation with the City Attorney's Office concerning attorney client matters
related to the above referenced Agenda Items under Chapter 551 of the Texas Government Code.
Brackenridge Park Conservancy for up to $7,500,000.00 for various capital projects and
operations in Brackenridge Park.
