Public comment is limited to the time allotted, and comment for agenda items 3 and 4 is combined. CONSENT CALENDAR All items listed under the Consent Calendar are considered routine and recommendations will be approved in one motion unless a member of the City Council requests separate discussion. City Council Regular Meeting Agenda – July 21, 2026 2 A. APPROVAL OF MINUTES The minutes are a record of the official actions taken at the City Council meeting. 1. Minutes of the Regular City Council Meeting of July 7, 2026. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Approval B. MATERIAL DEMANDS The most recent Material Demands from the Finance Department are presented to the City Council for review and approval. Recommended Action: Staff recommends that the City Council approve Material Demands as presented. C. CASH AND INVESTMENT REPORT – JUNE 2026 In accordance with the City of San Gabriel’s 2025-2026 Adopted Investment Policy (Resolution No. 25-25) and California Government Code Section 53646, the Finance Director is to render an investment report to the City Council, City Treasurer, City Manager, and the City Attorney. The Cash and Investment Report is presented to receive and file in accordance with the City’s adopted 2025-26 Investment Policy. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council receive and file the Cash and Investment Report for June 2026. City Council Regular Meeting Agenda – July 21, 2026 3 D. MEMORANDUM OF UNDERSTANDING WITH THE SAN GABRIEL VALLEY PERFORMING ARTS ASSOCIATION FOR USE OF THE SAN GABRIEL MISSION PLAYHOUSE City staff were notified in March 2026 that San Gabriel Valley (SGV) Symphony would no longer be affiliated with Arts Bridging the Gap and was in the process of creating their own non-profit. Since then, the San Gabriel Valley Performing Arts Association was created by members of the symphony as the new lead organization for the SGV Symphony. Since the transition took place, the SGV Performing Arts Association has been reevaluating their production model to increase attendance and reduce operational costs, for each show based on the results of the past three shows that have been hosted at the Mission Playhouse. They are now seeking a Memorandum of Understanding with the City to continue developing SGV Symphony's residency at the Mission Playhouse. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council: 1. Approve the Memorandum of Understanding with the San Gabriel Valley Performing Arts Association, thus approving the waiver of certain costs and post-performance payment; and 2. Authorize the City Manager to execute the Memorandum of Understanding and any other necessary documents, pending review and approval by the City Attorney. Alternatives to Staff Recommendation: 1. Discuss alternate terms to the phased partnership with San Gabriel Valley Performing Arts Association. 2. Send the item back to staff to determine additional alternatives. 3. Other options that the City Council determines after discussing the item. E. RESOLUTION NO. 26-38 APPROVING A BUDGET AMENDMENT FOR $7,000, AND APPROVAL OF A PURCHASE ORDER FOR $47,000 WITH LOS ANGELES COUNTY TO PROVIDE THE CITY AN UPDATED PAVEMENT CONDITIONS REPORT FOR ITS PAVEMENT MANAGEMENT SYSTEM City Council Regular Meeting Agenda – July 21, 2026 4 A Pavement Management System (PMS), including a Pavement Conditions Report, is a data-driven tool used to track road conditions, project pavement deterioration, and develop cost-effective repair strategies based on financial constraints. Beyond its inherent planning benefits, agencies must maintain a PMS and regularly update it every three years in order to receive Proposition C Local Return funding, which provides the City approximately $600,000 annually to develop and/or improve local public transit, paratransit and related transportation infrastructure. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council: 1. Adopt Resolution No. 26-38 amending the Fiscal Year 2026-27 budget by appropriating an additional $7,000 in Proposition C funds to Budget Account No. 181-800-49-22-000, for a total project budget of $47,000, including a 15% contingency; and 2. Authorize the City Manager to approve a Purchase Order to the Los Angeles County Public Works Department in an amount not to exceed $47,000, including a 15% contingency. F. ONE-YEAR RENEWAL OF CENTRAL SQUARE PERMITTING SOFTWARE CONTRACT IN THE AMOUNT OF $25,071.77 The Central Square permitting software has been integral to the operation of the Community Development Department, providing efficient processes for permit applications, reviews, and approvals. Given the software’s critical role in daily operations, it is necessary to ensure its continued availability and functionality through the renewal of the contract. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council: City Council Regular Meeting Agenda – July 21, 2026 5 1. Approve the renewal of the Central Square permitting software contract for one year at a cost of $25,071.77; and 2. Authorize the City Manager or their designee to sign the agreement, subject to City Attorney review and approval. G. APPROVAL OF FINAL PARCEL MAP NO. 84145, A 3-UNIT CONDOMINIUM DEVELOPMENT PROJECT AT 220 WEST MISSION ROAD, PLANNING CASE NO. TMAP 23-003 The development, located at 220 West Mission Road, is a 3-unit condominium on a 7,500-square-foot lot. The project is located on the south side of West Mission Road between Manley Drive to the east and South Anderson Way to the west. The project site is zoned R-3 (Multiple Family Residence) and has a General Plan Land Use Designation of High-Density Residential. City staff and the City’s contracted land surveying consultant reviewed the Final Parcel Map and determined it is in compliance with the State Subdivision Map Act, conditions of approval, and the City’s ordinances. The Planning Commission approved Tentative Parcel Map No. 84145 on June 12, 2023. California Environmental Quality Act (CEQA) Determination: The project has been reviewed for compliance with the CEQA, and is exempt from CEQA based on Section 15322, Class 32 exemption (In-Fill Development). Recommended Action: Staff recommends that the City Council: 1. Approve Final Parcel Map No. 84145; and 2. Authorize its filing with the Los Angeles County Recorder. H. UPDATE TO THE AUTHORIZED LIST OF DESIGNATED CITY OFFICIALS TO OPEN, MAINTAIN, AND MAKE TRANSACTIONS TO CITY ACCOUNTS AT VARIOUS BANKS AND FINANCIAL INSTITUTIONS The City of San Gabriel maintains a number of banking and investment accounts at various financial institutions. Each financial institution requires City Council authorization for individuals to transact and maintain such accounts. The City Manager, City Treasurer, and Finance Director are the authorized individuals to transact with the financial institutions. City Council Regular Meeting Agenda – July 21, 2026 6 California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council that the City Council adopt Resolution No. 26-41 removing William Kaholokula and adding Linda Tang as individuals who are authorized to transact with City financial institutions. 5. PUBLIC HEARING A. PROPOSITION 218 MAJORITY PROTEST PUBLIC HEARING FOR PROPOSED SOLID WASTE RATES AND NEW SOLID WASTE RATE ADJUSTMENT FORMULA On May 19, 2026, the City Council approved the Seventh Amendment to the Amended and Restated Agreement (Agreement) with Arakelian Enterprises, Incorporated, doing business as Athens Services, which included various service changes. Chief among these changes operationally is the implementation of a 3-stream collection system with source-separated recycling and organic waste for all customers, which will enable the City to comply with State Senate Bill 1383 requirements to reduce the percentage of organic waste disposed of in landfills, and help reduce landfill emissions of methane and other air pollutants. Other services changes included additional support from Athens for the City’s edible food recovery program and community events, increased bulky item “hotspot” monitoring, and various adjustments related to container impoundment, delinquencies, and other operational processes to support compliance and program efficiency. To facilitate these additional services, the Agreement included changes to rates and the annual rate adjustment formula. These proposed rate changes are subject to a majority protest process in accordance with California Constitution Article XIII D, which is also known as a “Proposition 218 hearing” after the measure which California voters passed in 1996 to add Articles XIII C and XIII D to the California Constitution. This requires the City to hold a public hearing and mail a notice of the hearing to the record owners of all properties receiving the service for which the fee is charged not less than 45-days prior to the date of the public hearing. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council: City Council Regular Meeting Agenda – July 21, 2026 7 1. Open the public hearing as required by Proposition 218; 2. Hear and consider public testimony and accept any additional written protests; 3. Receive the City Clerk’s certification of the protest count; and 4a. If an insufficient number of protests are submitted in opposition to the new rates at the conclusion of the public hearing, staff recommends that the City Council approve the adoption of Resolution No. 26-39 establishing the new rates and rate adjustment methodology; or 4b. If a sufficient number of protests are submitted in opposition to the new rates at the conclusion of the public hearing, the City Council may not approve the proposed rate changes, and staff recommends that the City Council discuss and direct staff on how to proceed with next steps. 6. CONTINUED BUSINESS – None. 7. NEW BUSINESS A. REVIEW UPDATED VETERANS MEMORIAL CONCEPTUAL DESIGN, AUTHORIZE CITY MANAGER TO EXECUTE AGREEMENT WITH DVDCREATIVE FOR VETERANS MEMORIAL CONSTRUCTION DOCUMENTS, AND ADOPT RESOLUTION NO. 26-42 TO AMEND THE BUDGET FOR COMPLETION OF THE DOCUMENTS In coordination with the San Gabriel Veterans’ Memorial Coalition, in July 2024, the City Council approved the recommended location for placement of a Veterans Memorial in Plaza Park. In July 2025, the Council approved an agreement with Landscape Architect DVDCreative (DVDC) for the development of two conceptual designs for the Memorial. The two conceptual designs were presented to the City Council in February 2026, followed by presentations to the Historic Preservation and Cultural Resource Commission and Design Review Commission. DVDC has prepared an updated design incorporating the feedback received at the various public meetings. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council: City Council Regular Meeting Agenda – July 21, 2026 8 1. Review/approve the updated Concept Design 2; 2. Authorize the City Manager to execute an amendment to the agreement with DVDCreative and any other necessary documents, pending review and approval by the City Attorney; and 3. Adopt Resolution No. 26-42 to amend the Fiscal Year 2026-2027 budget for an increase of $12,615 to Account #122-850-40-97-821 for the completion of the construction documents. B. CONSIDERATION OF RESOLUTIONS PLACING A MEASURE ENACTING AN ORDINANCE FOR A TRANSACTIONS AND USE TAX ON THE NOVEMBER 2026 CONSOLIDATED GENERAL ELECTION BALLOT This item places a measure for San Gabriel voters to decide to enact a transactions and use (sales) tax ordinance on the November 2026 Consolidated General Election ballot; directs the City Attorney to prepare an impartial analysis of the measure and sets the timeline to prepare and submit ballot arguments and rebuttal arguments relating to the ballot measure. California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines. Recommended Action: Staff recommends that the City Council adopt the following: 1. Resolution No. 26-37 Submitting a Ballot Measure to the Voters. 2.
