A), San Joaquin, CA 93660. All attendees are advised that pagers, cell phones, and any other communication devices should be powered off upon entering the Council meeting and to silence their devices until they speak. The Council may consider and act on an agenda item in any order it deems appropriate. Actual timed items may be heard later but not before the time set on agenda. Persons interested in an item listed on the agenda are advised to be present throughout the meeting to ensure their presence when the items are called. For each agenda item considered by the Council there will first be a staff presentation followed by a presentation from the involved individuals. Public comments from those in attendance will then be taken. All comments will be limited to three minutes per person. LEVINE ACT CONTRIBUTION PROHIBITIONS AND MANDATORY DISCLOSURE. The Political Reform Act in Govt Code Section 84308 restricts campaign contributions over $500 to a decision-making public official from a party or participant or their agent in a proceeding involving a contract, license, permit or entitlement for use. The Act requires disclosure of the contribution and recusal where a decision-maker has received $500 or more from a party or participant to a proceeding in the prior 12 months. A Council Member’s disclosure should be made when the agenda item is called and must include the name of the party, participant, or agent, and any other person making the contribution, the name of the recipient, the amount of the contribution, and the date the contribution was made. CONFLICT OF INTEREST DISCLOSURES AND RECUSAL. City Council Members with a conflict of interest under the Political Reform Act are required to make disclosure when the item is called and recuse themselves. 1. SUBJECT: Council approval of application and acceptance of funds for CHP Cannabis Tax Fund Grant Program and approval of agreements with California Highway Patrol & Rural Development Center for the purpose of implementing and executing a community awareness project on dangers of underage drinking & driving under the influence. RECOMMENDATION: 1. Adopt Resolution No. 2026-30 Approving the Application and Acceptance of Funds For CHP Cannabis Tax Fund Grant Program; 2. Adopt Resolution No. 2026-31 Approving entering into agreement with California Highway Patrol and Rural Development Center for Executing Activities of Cannabis Tax Fund Grant Program (Enclosure P. 1, Action Item) B. SUBJECT: Consideration of Resolution No. 2026-32, for the purchase of a Used Bucket Truck from Quinn Cat for $26,237.93 RECOMMENDATION: Council approval of Resolution No. 2026-32, for the purchase of a Bucket Truck from Quinn Cat using the sole source process. (Enclosure P.39, Action Item) 5. NOTICE OF AVAILABILITY OF AGENDA MATERIALS: Any writings or documents provided to a majority of the City Council regarding any items on this agenda will be made available for public inspection at the City Clerk’s Office located at City Hall 21900 Colorado Avenue during normal business hours. POSTING OF TRANSLATED AGENDAS FOR THE PUBLIC A member of the public may post a translated agenda after the official agenda has been posted by City staff. For regular meetings agendas are posted at least 72 hours prior to the meeting. The Posting Board will not be locked to allow for public accessibility pursuant to Government Code 54953.4 (c)(3)-(4). The designated public posting board area for translated meeting agendas is next to the location that City staff post agendas. To help ensure the posting board does not contain outdated information, staff will remove posted agendas after the applicable meeting date. Staff have no control over whether an agenda is removed prior to a meeting taking place. The Posting Board is for translated agendas for San Joaquin City Council meetings only. Any documents other than translated agendas for the City Council are not permitted and may be removed by City staff.
