CC 21-055 City Council Policy Priority #10: Anti-Displacement Tenant Preference Ordinance Status Report. (Housing) Recommendation: Recommend amending the Committee work plan to have this item be heard at the March 22, 2021 meeting instead of the May 24, 2021 meeting. (c) Consent Calendar 1. CC 21-058 Arts Commission Fiscal Year 2020-2021 Amended Work Plan. (Economic Development) Recommendation: Approve the Arts Commission amended work plan for Fiscal Year 2020-2021. CC 21-040 Team San José Report on Activities. (Economic Development) Recommendation: Accept the report on the update on Team San Jose's performance measures and activities for Fiscal Year 2021-2022. CC 21-045 Construction Crane Height Guidance Study Findings and Recommendation. (Airport/Economic Development) Recommendation: 1. Accept the findings from a completed Construction Crane Height Guidance Study, which would affirm the City’s development commitment for the Federal Aviation Administration (FAA) to protect the primary Terminal Instrument Procedures (TERPS) utilized by Mineta San José Airport's Air Carriers to determine the maximum crane heights in the Downtown Core and Diridon Station Area. 2. Direct the Administration to: a. Prepare a Construction Crane Guidance Document to be included in all development permits for projects in the Downtown Core and Diridon Station Area requiring temporary construction cranes. b. Include in the Construction Crane Guidance Document, the following three methods for developers to minimize impacts on air service: (i) Utilize crane jumps to minimize duration cranes are at maximum height. (ii) Limit maximum crane heights to a 6-month window. (iii) Schedule maximum crane heights during non South flow months of April through September (i.e., departures towards downtown). c. Explore a construction crane permit fee to support a Landing Fee Reduction Program for air carriers that incur either cargo or passenger weight impacts on account of construction cranes in the Downtown Core and Diridon Station Area 3. Cross-reference the proposed item to the full City Council on March 9, 2021. CC 21-041 City Council Policy Priority #7: Universal Development Fee (Fee Framework) and Impact Fee Deferred Payment Program. (Economic Development) Recommendation: Accept an update on work to date to create a Development Fee Framework (Universal Development Fee) and an Impact Fee Deferred Payment Program for Housing. (Parks, Recreation and Neighborhood Services) Recommendation: Accept the Fee Study work plan to study, evaluate, and make recommendations regarding the City’s Parkland Dedication and Park Impact ordinances (San José Municipal Code Chapters 19.38 and 14.25).
