18-116 as a City Council Sponsored Special Event to Expend City Funds and
Accept Donations of Materials and Services for the Event. (Davis)
Recommendation: 1. Approve the 2018 State of the District scheduled on March 3, 2018
as a City Council sponsored Special Event and approve the expenditure
of funds.
2. Approve and accept donations from various individuals, businesses
or community groups to support the event.
3. Place the item on the February 27, 2018 Council Agenda for action.

18-122 as a City Council Sponsored Special Event to Expend City Funds and

Recommendation: 1. Approve the Assyrian Flag Raising scheduled on March 21, 2018 as
a City Council sponsored Special Event and approve the expenditure of
funds.
2. Approve and accept donations from various individuals, businesses
or community groups to support the event.
3. Place the item on the March 6, 2018 Council Agenda for action.

Recommendation: That the Rules Committee direct staff to bring forward an
amendment to section 20 of Council Policy 1-18 for Council
consideration that revises the method by which appropriations are
established for Council Office budgets in the last six months of a
councilmember's term. Currently, the policy requires that both the
base budget and any available rollover be split evenly between two
appropriations, one for the last six months of the expiring term, and
the other for the first six months of the new term.

18-121 Work Plan Revision (City Manager)
Recommendation: (1) Approve the following change to the January-June 2018
Neighborhood Services and Education Committee (NSE) Work Plan:
(a) Drop the following items from the March 8, 2018 meeting:
(1) Report on Education and Access Initiatives (Library)
Purpose: To provide the Committee with an annual update on
education, learning-based and access programs offered by the Library,
including Early Education and school readiness, reading and STEM
learning, online high school programs, other school partnerships, and
programs focused on reducing barriers to access library services,
including an update on the fines and fees forgiveness programs as
requested in past Council action.
(2) Report on Out of School Time Programming (Library)
Purpose: Accept the update on programming provided by the
City of San Jose as an afterschool or summer service, including
staffing/volunteers, resourcing, and future opportunities. (Library)
