(Jones) Recommendation: 1. Retroactively approve the D1 Eats scheduled on Friday, August 10th as a City Council sponsored Special Event and approve the expenditure of funds. 2. Retroactively approve and accept donations from various individuals, businesses or community groups to support the event. 3. Place the item on the August 28th, 2018Council Agenda for action. (Peralez) Recommendation: 1. Retroactively approve the Caltrans Community Meeting scheduled on August 1, 2018 as a City Council sponsored Special Event and approve the expenditure of funds. 2. ROGC Measure C (Charter Amendment to Limit Urban Sprawl and the 18-444 Fiscal and Environmental Effects of Specified Development in Outlying Areas) Follow-Up. (Rocha) Recommendation: Direct staff to bring forward a report to the City Council that describes the effect of the new land use rules imposed by Measure C. Staff may wish to consider providing the following information: 1. A map of parcels that would fall under the Measure C requirements. 2. An analysis as to whether Measure C conflict with any existing City land use policies. For example, will Measure C pose an obstacle to planned housing development in any urban villages? 3. An analysis as to whether there are any landowners who we need to notify that they can no longer develop their property as expected due to Measure C. (For example, if Measure C poses an obstacle to development of urban villages, it would be courteous of us to inform property owners in those villages that a charter amendment may alter or prevent implementation of General Plan policy for their properties.) 4. Identification of any other consequences of Measure C that staff thinks are notable. Attachments Memorandum 5. ROGC Santa Clara County Regional Housing Needs Allocation Subregion 18-445 Task Force. (Liccardo/Jones) Recommendation: Schedule a Council discussion before the end of August on the recommendations from the Santa Clara County Cities Association regarding the formation of a Santa Clara County Regional Housing Needs Allocation (RHNA) Subregion. ROGC 2018 League of California Cities Annual Business Meeting Voting 18-446 Delegate and Alternate (City Manager) Recommendation: (a) Approve the proposed designation of Councilmember Sergio Jimenez as the voting delegate, and Councilmember Chappie Jones as the alternate voting delegate at the September 12-14, 2018 Annual Business Meeting for the League of California Cities (LOCC). (b) Recommend a one-week turnaround to Council so that the full Council may act on this request for these designations to be submitted to the LOCC by their August 31, 2018 deadline.
