Consent Calendar (a) ROGC Approval of the Senior Winter Walk and Resource Fair Sponsored by 18-546 Council Districts 10, 9, and 2 as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Khamis) Recommendation: 1. Approve the Senior Winter Walk and Resource Fair scheduled on Friday, February 22, 2019 as a City Council sponsored Special Event and approve the expenditure of funds. 2. Approve and accept donations from various individuals, businesses or community groups to support the event. 3. Place the item on the October 16, 2018 Council Agenda for action. ROGC Changing the Name of the Vietnamese American Community Center 18-517 to "Vietnamese American Cultural Center." (Nguyen and Diep) Recommendation: Rename the Vietnamese American Community Center, currently located at the George Shirakawa Community Center, so that it will henceforth be known as the "Vietnamese American Cultural Center at the George Shirakawa Community Center." Attachments Memorandum 3. ROGC AB 2098 (McCarty & Thurmond). Adult Education Block Grant 18-543 Program: Immigrant Integration. (City Manager) Recommendation: (a) Pursuant to the City’s streamlined bill process for responding quickly to legislative proposals, re-affirm a support position for AB 2098 (McCarty & Thurmond). (b) Recommend this item be agendized for the October 16, 2018 City Council meeting so that the City’s legislative representative can continue to advocate the City’s position for AB 2098 (McCarty & Thurmond). (Rocha) 18-549 Recommendation: Approve a request to agendize for City Council deliberation on October 16, 2018, to approve a $500 grant to Branham High School to support student educational and recreational needs for its Winter Wishes giving program. ROGC Ballot Measure to Hold Mayoral Elections Concurrent with 18-550 Presidential Election. (Vice Mayor Carrasco, Jones, Jimenez, Rocha) Recommendation: Agendize for the City Council meeting of October 16, 2018, the attached resolution calling for a ballot measure to amend the City Charter to hold San José mayoral elections concurrent with national Presidential elections. Attachments Memorandum Letters from the Public 7. ROGC Old City Hall Annex Site. (Rocha and Peralez) 18-551 Recommendation: Secure the quickest possible path pursuant to building housing on the site of the Old City Hall Annex by providing staff direction as below: 1) Coordinate with Santa Clara County Staff to create a streamlined plan and timeline for the building of permanent supportive housing on the Old City Hall Annex site. 2) Present a timeline for the necessary rezoning and environmental review process on the November 26 Community and Economic Development Committee (CED) meeting per PBCE Director Rosalynn Hughey's September 17 informational memo titled "Old City Hall Annex Building' (attached). 3) Before the conclusion of 2018, provide the Mayor and City Council with an informational memo detailing the project plan and including a status update on the site's environmental review and rezoning process.
