1. Consent Calendar
(a) ROGC Approval of Community Events Sponsored by Council District 7 as a
18-595 City Council Sponsored Special Events to Expend City Funds and
Accept Donations of Materials and Services for the Event. (Nguyen)
Recommendation: 1. Retroactively approve the following District 7 events as a City
Council sponsored Special Event and approve the expenditure of funds.
a. Trunk or Treat on Wednesday, October 31, 2018 at the SevenTrees
Community Center.
b. Santee Halloween Family Night on Wednesday, October 31, 2018 at
the Franklin McKinley Children's Initiative Center.
2. Approve and accept donations from various individuals, businesses
or community groups to support the event.
3. Place the item on the November 6, 2018 Council Agenda for action.

Recommendation: Approve request to agendize for City Council deliberation on November
6, 2018, to approve a $1,000 grant to Bagby Elementary School to
support student educational and recreational needs.

(c) ROGC Legal Definition of Sex Under Title IX. (Vice Mayor Carrasco)

Recommendation: 1. Direct the City Attorney to analyze the Department of Health and
Human Services effort to establish a new legal definition of sex under
Title IX; and to come back to Rules with a report of a potential federal
policy change and the effect on the City of San José, our employees,
and residents.
2. Adopt a resolution opposing any policy change in Title IX that rolls
back civil rights protections for the Transgender Community. Deliver a
letter to the largest federal agencies that enforce some part of Title IX:
Secretary of Health and Human Services Alex Azar, Secretary of
Education Betsy DeVos, Secretary of Labor Alex Acosta, Attorney
General Jeff Sessions, and Roger Severino, Director of the Office for
Civil Rights at the U.S. Department of Health and Human Services.
3. Place the item on the November 27th, 2018, City Council Agenda for
action.
