Officials” and agendize for City Council on December 18, 2018.

Recommendation: 1. Direct City Staff to review and update as needed our Mobile
Vendor Policies in accordance to California Senate Bill 946 (SB
946).
2. Review the City of Los Angeles’ new sidewalk vendor policy and
explore whether any of its elements could potentially enhance San
José's existing policies.
3. Report back to City Council with an update and recommendations
for consideration.

Recommendation: Approve the Auditors Office Monthly Report of Activities for the
month of November 2018.

5. ROGC Actions Related to Municipal Solid Waste Clean Incineration to
18-672 Generate Energy. (Khamis)
Recommendation: (A) Direct the City Manager to have staff:
(1) Explore the possibility of using clean incineration technology
to reduce the volume of materials that are not being recycled or
consumed in the anaerobic digester that are sent to landfills and to
recover energy from this waste.
(2) Research California laws or regulations that help or hinder the
implementation of clean incineration.
(3) Return to the Rules Committee with preliminary findings for
consideration of placing item on the Transportation & Environment
Committee workplan.
(B) Add the pursuit of clean incineration to our Legislative Priorities.
(C) Direct the City Manager to have Government Relations staff and
City lobbyists reach out to our State legislative delegation to pursue
clean incineration of municipal waste that would otherwise be sent to
a landfill.

6. ROGC Approval of a District 6 Grant to Herbert Hoover Middle School
18-653 Parent Teacher Staff Association. (Davis)
Recommendation: Approve request to agendize for City Council deliberation on
December 11, 2018, to approve a $5,000.00 grant to support the
Herbert Hoover Middle School Parent Teacher Staff Association for
their "Technology Makeover" project, which will update all
academic classrooms with digital interactive protectors to allow for
their teachers to increase affective facilitation of classroom lessons.

7. ROGC Approval of District 6 office Budget Grant for HABLA Friends of

Recommendation: Approve a request to agendize for City Council deliberation on
December 11, 2018, to approve a $2,000.00 grant to support the
HABLA Friends of River Glen for their 7th Annual Gala:
Masquerade Ball on January 12, 2019 to help raise funds for River
Glen’s Dual Spanish English Immersion Program.
