Submit 28th Street/Little Portugal to the Valley Transportation Authority (VTA) for consideration as the formal name of the future BART station located at N. 28th Street between E. (Jimenez) 18-749 Recommendation: Direct staff to modify the Abandoned Shopping Cart Program to achieve the following objectives: 1. Full cost recovery; 2. Participation of all businesses in the program regardless of number of shopping carts provided; 3. Escalating penalties and fees for egregious violations; Requirement for consistent, clear, and long-lasting cart signage and/or labeling to be better identify cart ownership and location of origin; 4. Feasibility of an impound fee for shopping carts that are collected by City staff and stored at City facilities.
