(Khamis) Recommendation: 1. Retroactively Approve the Gingerbread House Decorating Special Event scheduled on December 17, 2019 as a City Council sponsored Special Event, approve the expenditure of funds an approve the purchase of gift cards, and other items as raffle prizes. 2. Approve and accept donations from various individuals, businesses or community groups to support the events. 3. Place the item on the January 14, 2020 Council Agenda for action. ROGC Council Agenda Order Change and Administrative Clean-up 20-006 Amendment to Rules of Conduct Resolution. (City Attorney and City Manager) Recommendation: 1. Adopt a resolution amending the Council’s Rules for the Conduct of Its Meetings, Superseding Resolution No. 78145, to change the Council agenda order, include the Smart Cities and Service Improvements Committee as a Council Standing Committee, and delete board and commission appointments from the Rules and Open Government Committee policy areas. 2. Place the item on the January 14, 2020 Council Agenda for action. Attachments Memorandum Resolution 3. ROGC Exemption of Certain Transfers Involving 501(c)3 Non-Profit 20-017 Organizations from the Proposed Real Property Transfer Tax on the March 2020 Ballot. (Mayor) Recommendation: 1. Place on a Council meeting agenda in January or early February consideration of exempting transfers of real property to or from 501(c)3 nonprofit organizations from the proposed real property transfer tax when the real property transferred is to be used for affordable housing development. 2. Direct staff to provide an analysis of this proposed exemption, including possible criteria in addition to or instead of the 501(c)3 status designation, and any necessary amendments to the proposed real property transfer tax, if it is approved by voters at the March 3, 2020 election.
