(Arenas) Recommendation: 1. Retroactively approve the Vietnamese Lunar New Year Tet-Festival scheduled on Friday, January 24, 2020 through Sunday, January 26, 2020 and January 31, 2020 through Sunday, February 2, 2020 at Eastridge Mall as a City Council sponsored Special Event and approve the expenditure of funds. 2. Approve and accept donations from various individuals, businesses or community groups to support the event. 3. Place the item on the February 25, 2020 Council Agenda for action. ROGC Board of Fair Campaign and Political Practices Recommended 20-056 Revisions to the City's Ethics and Open Government Provisions Under Title 12 of the San José Municipal Code and Resolution No. 79187 Governing the Board's Regulations and Procedures. (City Attorney/ City Clerk) Recommendation: Consider the revisions proposed by the Board of Fair Campaign and Political Practices to the City's Ethics and Open Government Provisions and the Resolution Governing the Board's Regulations and Procedures and provide feedback and direction for further Action. ROGC Exploring Procurement of a Polypropylene Plastic Purification and 20-057 Recycling Plant to Advance Regional Waste Sustainability. (Khamis, Davis, and Foley) Recommendation: 1. Direct the City Manager, through the Office of Economic Development as the lead, to initiate the exploration of attracting a Polypropylene Plastic Purification & Recycling Plant (PRP) to the City of San José, in consultation with Planning, Building, and Code Enforcement, Environmental Services, PureCycle Technologies, and any other offices, departments, and private sector entities deemed relevant to this pursuit. 2. Direct Staff to return to the appropriate Committee with periodic updates detailing all progress and any obstacles to this pursuit until the potential facility is either established or no longer deemed feasible, and adopt the following guiding principles in the execution of this recommendation: a. Placement of the plant shall consider and prioritize the land being vacated adjacent to the San José - Santa Clara Regional Wastewater Facility. b. Prospective PureCycle Facility should emulate, and ideally exceed, the processing capability of the PureCycle Technologies facility in Lawrence County, OH (currently the only of its kind). c. The first update shall contain an economic analysis of the San José/Silicon Valley waste stream. Attachments Memorandum Early Consideration Form 4.
