Recommendation: 1. Approve the following appointments to the Deferred Compensation
Advisory Committee (DCAC) for a four-year term, beginning March 1,
2021 and ending on March 1, 2025:
a. Jason Santos as the nominee by the “trades organizations” consisting
of Association of Building, Mechanical & Electrical Inspectors
(ABMEI), International Union of Operating Engineers, Local 3 (OE#3)
and International Brotherhood of Electrical Workers (IBEW);
b. David Woolsey as the nominee by the Police Officers’ Association
(POA); and
c. Jamal Fountaine as the nominee by the International Association of
Firefighters, Local 230 (IAFF).
2. Place the item on the February 23, 2021 City Council Agenda for
action.

2. ROGC 457 Plan Resolution (Davis)
21-122
Recommendation: Direct staff to bring to City Council a resolution to allow current
members of City Council who participate in the 457 plan in lieu of
CalPERS participation to move prospectively into the City’s 401(a)
plan and mandate that new Councilmembers and Mayors have the
option between the defined benefit CalPERS plan and the defined
contribution 401(a) plan.

3. ROGC Public Hearing on Proposed San José Water Company Rate
21-126 Increases (Mayor)
Recommendation: 1. Place on an upcoming Council Agenda a public hearing on San
José Water Company’s proposed rate increases currently being
considered by the California Public Utilities Commission, and invite
company representatives to respond to questions about the rate
increases sought by the company.
2. Direct the City Attorney to determine to what extent such a
hearing might supplement the factual record of the rate case
currently before the CPUC, so as to inform the Commission of the
concerns of our local residents and businesses.
