(Planning, Building and 22-040 Code Enforcement) Recommendation: Set a General Plan Hearing to commence at 6:00 p.m. on February 8, 2022, and continue to 6:00 p.m. on March 15, 2022, for City Council to consider amendments to the General Plan including privately initiated General Plan amendments as part of the 2021 Annual Review of the General Plan process. ROGC Retroactive Approval of the African American History Month Flag 22-043 Raising Ceremony Sponsored by Council District 1 as a City Council Sponsored Special Event to Expend City Funds and Accept Donations of Materials and Services for the Event. (Jones) Recommendation: 1. Retroactively approve the African American History Month Flag Raising scheduled on February 4, 2022 as a City Council sponsored Special Event and approve the expenditure of funds. 2. Approve and accept donations from various individuals, businesses or community groups to support the event. 3. Place the item on the February 8, 2022 Council Agenda for action. Attachments Memorandum from Jones END OF CONSENT 2. ROGC Lighthouse Ministries Food Pantry. (Mayor and Peralez) 22-044 Recommendation: Direct the City Manager to: 1. Utilize the COVID-19 local state of emergency order to suspend land use regulations for food distribution uses similar to 309 N. 17th Street with specific parameters. This would remain in effect until such time as it is terminated or modified by the City Council, or the termination of the local state of emergency, whichever occurs first. 2. Explore waiving or identifying funding that could offset the permitting fees for a Special Use Permit (SUP) to allow for a Social Services use at 309 N. 17th Street (Lighthouse Ministries).
