(City Manager) 22-301 Recommendation: Set a City Council Study Session entitled Gun Violence Prevention for Monday, August 15, 2022 from 1:30 p.m. - 4:30 p.m. in the City Council Chambers. ROGC Retroactive Approval of the Mayfair Dumpster Day and Capitol Park 22-297 Futsal Court Unveiling Events Sponsored by Council District 5 as City Council Sponsored Special Events to Expend City Funds and Accept Donations of Materials and Services for the Events. (Carrasco) Recommendation: 1. Retroactively approve the Unveiling of the Capitol Park Futsal Court Event scheduled on June 10, 2022 as a City Council sponsored Special Event and approve the expenditure of funds. 2. Retroactively approve the Mayfair Dumpster Day scheduled on June 18, 2022 as a City Council sponsored Special Event and approve the expenditure of funds. 3. Approve and accept donations from various individuals, businesses or community groups to support the events. 4. Place the item on the June 28, 2022 Council Agenda for action. ROGC Request for Travel Authorization for Councilmember Jimenez. 22-298 (Jimenez) Recommendation: Authorize travel for Councilmember Sergio Jimenez to attend the Sister Cities International 2022 Summer Leadership Meeting, in Santa Fe, New Mexico from July 6 - 8, 2022. (Cohen) 22-299 Recommendation: Authorize travel, accept travel payments to the City of San José, and designate Councilmember Cohen as the City representative to attend the League of California Cities Board of Directors meeting in Garden Grove, California from July 14 - 15, 2022. (Arenas) Recommendation: 1. Approve the Estates Dumpster Day scheduled on June 25, 2022 as a City Council sponsored Special Event and approve the expenditure of funds. 2. Approve and accept donations from various individuals, businesses or community groups to support the event. 3. Place the item on the June 28, 2022 Council Agenda for action. ROGC Collaboration with the County Regarding High-Risk Repeat Offenders. 22-302 (Mahan) Recommendation: 1. Direct the City Manager to convene meetings with the Santa Clara County Office of Pretrial Services, the District Attorney’s Office and Public Defender's Office, Santa Clara County Presiding Judge and Presiding Criminal Judge, Santa Clara County Sheriff’s Office, Santa Clara County Public Health Department and other relevant County stakeholders to define criteria for considering an arrestee “high-risk” and establish detention protocols for high-risk individuals apprehended by the San Jose Police Department. a. The focus of the meeting should be to: i. Establish criteria for identifying high-risk arrestees, taking into account the severity and frequency of current and past crimes as well as whether there is a history of failing to appear in court, and; ii. Protocols for detention to help prevent future crime. 2. Have the City Manager return to Council in September with the criteria and protocols established by the City of San Jose and our partners in County government. a. Include an update from San Jose Police Department on the planned utilization of funds for re-arresting high-risk individuals ($300,000 approved within 2022-2023 City Operating Budget).
