Recommendation: Accept the Administration's report on accomplishments as it relates to
the Welcoming SJPlan and highlight significant activities, and
recommend this item for full Council consideration at the February 26,
2019 Council meeting..

2 CC 18-436 Report on Juvenile Fine-Free Materials Pilot. (Library)
Recommendation: Accept the San José Public Library's six-month preliminary report on
the Juvenile Fine-Free Pilot Program and provide feedback regarding
the continuance of the program.

3 CC 18-437 Report on Quality Standards for Early Education Programming. (Library)
Recommendation: 1. Accept the staff report on the development of quality standards for
City programs that serve young children, as specified by the Education
and Digital Literacy Strategy and recommend this item for full Council
consideration at the March 5, 2019 Council meeting;
2. Refer the proposed Early Education Program Quality Standards to
the City Council for adoption; and
3. Direct staff to return to the Neighborhood Services and Education
Committee in September, 2019 with a report on progress implementing
the Early Education Program Quality Standards.
