Meeting Minutes – Scranton City Planning Commission Tuesday, November 26th, 2024 6:00 PM Governors Room City Hall, 2nd Floor 340 North Washington Avenue, Scranton, Pennsylvania 1. CALL TO ORDER Commissioners Present: Todd Pousley Joseph Murphy Gus Fahey Ryan Flanagan Joseph Enten Staff Present: Jacob Weinberg, Assistant City Planner Casey Cawley, City Engineer 2. APPROVAL OF MINUTES a. May 2024 Minutes Mr. Pousley made a MOTION to approve the minutes, Mr. Murphy Seconded (APPROVED 5-0) 3. NEW BUSINESS a. Review of Preliminary/Final Land Development Plan for the Davis St Apartments for Delray Properties LLC at 3111 Cedar Ave in the R-9. CITY ENGINEER: Still missing outstanding items for review, specifically infiltration of their storm basin and lighting plan. PUBLIC COMMENT: Marguerite Coyle of 3207 Bernie Ave expressed concerns about the lack of a traffic study and was interested in making that section of Crane St into a one way because of the existing traffic issues. Richard Patcheoski of 3106 Crane St. also expressed with the existing traffic overflowing from the church onto neighbors’ sidewalks. Karen McHale of 3109 Cedar Ave expressed concerns about where the dumpster was going to be placed and the future relationship that the neighbors would have with the new development. Mary Ellen McDonough of 500 McDonough St. explained that they had invited the developer to meet with residents at their church to address with any concerns without success. Mr. Pousley made a MOTION to table, Mr. Murphy Seconded. (APPROVED 4-0) b. Review of Preliminary/Final Land Development Plan for Salt Shed Storage for the City of Scranton at Mineral Ave & Silex St in the R-11 Zone. ENGINEER REVIEW: Approved with Conditions Mr. Pousley made a MOTION to approve with conditions in review letter, Mr. Murphy seconded. (APPROVED 4-0) c. Submission of Preliminary Land Development Plan for Copacabana Glamping Complex at the Morgan Highway in the HC Zone. 4. OLD BUSINESS a. Discussion of the Complete Streets Policy The commission discussed next steps with the complete streets policy and decided to draft a version of the resolution to completeness before presenting it to the administration for their support. 5.
