Meeting Minutes – Scranton City Planning Commission Wednesday, April 21, 2025 6:00 PM City Council Chambers City Hall, 2nd Floor 340 North Washington Avenue, Scranton, Pennsylvania 1. CALL TO ORDER 2. APPROVAL OF MINUTES a. Approval of March 2025 Minutes 3. OLD BUISNESS a. Review of Final Land Development Plan for the Davis St Apartments for Delray Properties LLC at 3111 Cedar Ave in the R-9. CITY ENGINEER: The project still contains substantial work, with three major outstanding comments concerning the project’s stormwater management release system, photometric plans that fail to meet zoning requirements, and traffic safety concerns requiring a no parking ordinance. PUBLIC COMMENT: Richard Patchoski expressed concern with the additional runoff created by the new development increasing flooding damage/drainage and slick roads. He also was concerned with the parking and the number of spots being nearly equal to it and that overflow would end up on the curbs. With additional parked on an already narrow, Mr. Patchoski is concerned for sideswipes and other collisions. Karen McHale, speaking on behalf of her mother, Donna Howard, who lives at 3109 Cedar Ave, expressed concern about the proximity of the dumpster to 3109 Cedar Ave and emphasized the previous comments about traffic concerns. Mr. Pousley made a motion, seconded by Mr. Murphy, to deny the application for incompleteness. (APPROVED 6-1)  b. Solicitor Search The Planning Commission will continue to search for solicitors. The Chair & Vice Chair will interview applicants and make recommendations to the rest of the board. 4. ADJOURNMENT Mr. Pousley made a motion to, seconded by Mr. Murphy, to adjourn the meeting.
