1 So I just have one comment. With the -- with
2 3-G, we have two transfers of $50,000 and
3 $20,000. And then in 3-I we have another 7,000
4 in transfers for salt.
5 So can we just get clarification on
6 why three different budget transfers for the
7 purchase of salt?
8 MR. VOLDENBERG: I'll look into it,
9 sir.
10 MR. SCHUSTER: Thank you very much.
11 And then can we also just get an update on what
12 is the size of our current salt shed? There
13 was in the capital budget we had a second
14 location for a possible second salt shed.
15 I don't know if the city plans on
16 moving forward with that. But can we get the
17 size of the new recent build of the salt shed
18 and then if we are looking for a second
19 location for another.
20 MR. VOLDENBERG: I'll do that.
21 MR. SCHUSTER: All right. Thank

5 CITIZENS PARTICIPATION.
6 MR. SCHUSTER: Up first we have Joan
7 Hodowanitz.
8 MS. HODOWANITZ: Joan Hodowanitz,
9 Scranton. First of all, Happy New Year to all
10 of you. Good luck as you begin the legislative
11 year. 5-B, the amended the Rules of Council, I
12 printed them out. And a couple things came to
13 my notice.
14 One was the section which said any
15 person who requests information from Council
16 during Citizens Participation shall do so in
17 writing and shall include the name of the
18 person making the request. So I gave Kathy a
19 written copy signed of the things I'm going to
20 ask right now.
21 First, if I make a request in
22 writing, I'm hoping that Council will answer my
23 request that at its earliest opportunity. But
24 if I ask a simple question like are you going
25 to cancel next week's meeting, do I have to put

1 that in writing or can you just answer that?
2 MR. SCHUSTER: We could just answer
3 that.
4 MS. HODOWANITZ: Okay. That's good
5 to know. So my next two questions you could
6 address in Fifth Order. I would like to know
7 the status of DPW's labor negotiations. Their
8 contract is now over -- it's expired more than
9 one year ago.
10 So I would like to know how that's
11 progressing and if they're headed towards
12 arbitration. And do we finally have a new
13 director of DPW; and, if so, who that might be.
14 Also, I was looking at the City's website, and
15 I was calling up the labor agreements.
16 And it takes you to a document page
17 and a document library for labor agreements.
18 And on that page there are 13 files. Most of
19 them are very old. Missing is the most current
20 contract for the police. So I'm hoping that IT
21 is in the process of uploading other labor
22 negotiations.
23 You have a lot of clerical. You
24 have some from the Single Tax Office. You have
25 the firefighters. And you have the old DPW,

1 but nothing for the police. And I would like
2 to see that uploaded.
3 I don't have a problem with the city
4 modifying and upgrading its web pages. But
5 let's not drop documents in the transition.
6 Those are important.
7 I do have some interesting news and
8 that is that anybody who has ever wanted to see
9 the movie The Trouble With Cali, there's a free
10 screening of that movie Saturday at the
11 Albright Memorial Library at 2 p.m.
12 If you get a chance and you would
13 like to go and you can, have the time, call the
14 library so that they have an idea of how many
15 chairs to put out. Library's phone number is
16 348-3000. But if Don Frederickson is any judge
17 as a movie critic, it's hysterically funny and
18 may become a cult classic.
19 So, you know, don't pay money to see
20 it in a theater. Go see it for free at the
21 library. And I think that is all I have.

7 and register is so that they make sure they
8 have enough seating.

10 County Commissioners meeting on Wednesday. And
11 maybe some Commissioners will come. Thank you.

25 weeks I'll probably be sending you a lot of

1 stuff down to get some information. The first
2 thing I would like to ask and we could talk
3 about how to fine tune the actual ask, but any
4 litigation that we've had going on with
5 employee, like, labor agreements with direct
6 employees for the 2024 to the end of 2025, kind
7 of looking at that how much we're spending on
8 issues with employees and then also the cost of
9 how much we're spending on litigation for the
10 DPW contract.
11 It's been a year now. So I'm just
12 trying to look at some numbers and get some
13 information so I could get caught up to speed
14 with that.
15 MR. VOLDENBERG: I'll get that
16 information for you.
17 MR. SEAN MCANDREW: Awesome. Thank
18 you so much. That's all I have.
19 MR. SCHUSTER: Mr. Flynn, any

25 the Jackson Street, the restoration at Jackson

1 Street? I was trying to get that in before the
2 asphalt plants closed but it's still -- the
3 conditions of the street are pretty --
4 MR. VOLDENBERG: -- update for month
5 of January. But I'll follow up. I'll check
6 the e-mail to get more specifics. And I'll
7 forward it onto you.
8 MR. SCHUSTER: Okay, yeah, if we
9 could just see --
10 MR. VOLDENBERG: But we did follow
11 up.
12 MR. SCHUSTER: Thank you. If we
13 could just see what type of restoration is
14 going to be done. There is also a pave cut on
15 Flume or Forest Glen that crosses completely
16 across the road. It was a small, like,
17 electrical -- it seemed to be electric line
18 that was put in.
19 But it's now subsided. And whoever
20 is -- if we could find out whose pave cut that
21 was and if they could come to fill it in
22 because it's getting deep.
23 MR. VOLDENBERG: I'll get a status
24 on that one also.

2 administration in regards to PFM? They are our
3 financial advisors if we could see what types
4 of projections they have. If we could ask how
5 long our projections go out for what years and
6 can possibly get a caucus. And then we could
7 talk with Council about maybe getting a caucus
8 come in in the next few months.
