7. CONSENT AGENDA
A. APPROVE ENVIRONMENTAL SERVICES COOPERATIVE AGREEMENT
(ESCA) REPORT COVERING ACTIVITIES FROM APRIL THROUGH JUNE
2026
RECOMMENDATION: Approve Environmental Services Cooperative Agreement
(ESCA) report covering activities from April through June 2026.
B. ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
A CONTRACT WITH CARMEL FIRE PROTECTION ASSOCIATES FOR FIRE
PREVENTION, PLAN REVIEW AND ALARM SYSTEM INSPECTION
SERVICES FOR AN AMOUNT NOT TO EXCEED $50,000.00
RECOMMENDATION: Approve agreement.
C. ADOPT RESOLUTION FOR DESIGNATION OF VOTING DELEGATES AND
ALTERNATES FOR THE LEAGUE OF CALIFORNIA CITIES ANNUAL
CONFERENCE AND EXPO BEING HELD SEPTEMBER 23-25, 2026, IN
ANAHEIM, CALIFORNIA
RECOMMENDATION: Appoint Mayor Oglesby as the voting delegate and Council
Member Garcia-Arrazola as the alternate voting delegate representing the City of
Seaside at the League of California Cities Annual Conference.
D. ADOPT A RESOLUTION RENEWING THE PROFESSIONAL SERVICES
AGREEMENT WITH HDL COMPANIES FOR UTILITY USERS TAX
ADMINISTRATION SERVICE
RECOMMENDATION: Approve agreement and extend the term for an additional
three (3) years.
E. ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND
THE PROFESSIONAL SERVICES AGREEMENT WITH KIMLEY-HORN AND
ASSOCIATES, INC. FOR DEVELOPER PROJECT MANAGEMENT AND PLAN
REVIEW SERVICES FOR THE CAMPUS TOWN PROJECT IN AN AMOUNT
NOT TO EXCEED $230,000.00 BY ADDING A NOT TO EXCEED $65,000.00
TO THE AGREEMENT BRINGING THE NEW TOTAL AMOUNT TO
$295,000.00 TO BE REIMBURSED BY THE DEVELOPER
RECOMMENDATION: Approve amendment.
F. ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
A CANNABIS DISPENSARY DEVELOPMENT AND OPERATING AGREEMENT
TRANSFER WITH STIIIZY SEASIDE, LLC, ORIGINALLY ISSUED TO
HIGHER LEVEL OF CARE, LLC, FOR THE DISPENSARY LOCATED AT 1440
CANYON DEL REY BOULEVARD
RECOMMENDATION: Approve the Transfer Agreement.

G. APPROVE TRAFFIC ADVISORY COMMITTEE (TAC) RECOMMENDATION
FOR THE INSTALLATION OF TRAFFIC CALMING MEASURES ALONG
TRINITY AVENUE
RECOMMENDATION: Approve Traffic Advisory Committee (TAC)
recommendation.
8. PUBLIC HEARING
A. ADOPTION OF URGENCY ORDINANCE REPEALING IN PART OF
ORDINANCE NO. 2034: CLARIFYING, AMENDING, AND REVISING TITLE
2, PERSONNEL AND ADMINISTRATION, OF THE SEASIDE MUNICIPAL
CODE. THE PROPOSED ACTION IS NOT SUBJECT TO THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO SECTION
15061(B)(3) (REQUIRES A 4/5TH ROLL-CALL VOTE)
RECOMMENDATION: Adopt Urgency Ordinance repealing in part of Ordinance
No. 2034: Clarifying, Amending, and Revising Title 2, Personnel and
Administration, of the Seaside Municipal Code and making findings in accordance
with California Environmental Quality Act (CEQA) guidelines that the proposed
Urgency Ordinance is exempt per guideline 15378.
B. INTRODUCTION OF ORDINANCE AMENDING MUNICIPAL CODE SECTION
2.02.490 INCREASING THE COMPENSATION OF THE MAYOR AND CITY
COUNCIL MEMBERS. THE PROPOSED ACTION IS NOT SUBJECT TO THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO
SECTION 15061(B)(3) AND PROVIDE DIRECTION TO CITY MANAGER
(FIRST READING – ROLL-CALL VOTE)
RECOMMENDATION: 1.) Conduct the first reading of an Ordinance Amending
Municipal Code Section 2.02.490 Increasing the Compensation of the Mayor and
City Councilmembers and hold public hearing.
2.) Motion making findings in accordance with California Environmental Quality
Act (CEQA) guidelines that the proposed Urgency Ordinance is exempt per
guideline 15378.
3.) Motion directing City Manager to retain an independent Certified Public
Accountant or other qualified professional to recommend to the City a repayment
method for the overpayment of compensation to the Mayor and City
Councilmembers for the 13 month period of June 2025 through June 2026 and
authorize the City Manager to contact the Fair Political Practices Commission with
any questions regard the repayment method.

RECOMMENDATION: Conduct the first reading and open public hearing.

OFFICE OF BUSINESS AND ECONOMIC DEVELOPMENT FOR

of local authority recommendation forms.
C. ADOPT A RESOLUTION IN SUPPORT OF MODIFICATION OF STATE

MORATORIUM ON NEW WATER SERVICE CONNECTIONS
RECOMMENDATION: Adopt the proposed resolution.
