A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in
City Hall in Seattle, Washington, on Tuesday, February 17, 2015,
pursuant to the provisions of the City Charter. The meeting was called
to order at 2:01 p.m., with Council President Burgess presiding.
B. ROLL CALL
Present: 9 - Bagshaw, Burgess, Clark, Godden, Harrell, Licata, O'Brien,
Rasmussen, Sawant
C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 2 February 17, 2015

Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
The Motion carried and the Introduction and Referral Calendar
(IRC) was adopted by the following vote:

D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the Agenda.

The Journal of the Proceedings of the Seattle City Council meeting of
February 2, 2015 was presented for approval. By unanimous consent,
the Journal was approved and signed.

F. PRESENTATIONS
Councilmembers Bagshaw and O'Brien left the Council Chamber at 2:04
p.m. to escort Mayor Murray into the Council Chamber.
Council President Burgess introduced Abdirihman Mohamud, Ingraham
High School student, who recited a poem on his interpretation of Dr.
Martin Luther King Jr.'s speech, "I Have a Dream."
Councilmembers Bagshaw and O'Brien returned to the Council
Chamber at 2:06 p.m. with Mayor Murray.
Mayor Murray delivered his 2015 State of the City Address.
The Council was at ease at 2:41 p.m. while Mayor Murray exited the
Council Chamber.
The Council came back to order at 2:43 p.m.
G. PUBLIC COMMENT
Randolf addressed the Council regarding a non-Agenda item.
Alex Zimmerman addressed the Council regarding a non-Agenda item.
H. PAYMENT OF BILLS
By unanimous consent, Councilmember Harrell was excused from the remainder of the
meeting.

Ord 124715 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill No. 118331.

1. Ord 124716 AN ORDINANCE relating to historic preservation, imposing
controls upon the Seattle National Bank Building, a landmark
designated by the Landmarks Preservation Board under
Chapter 25.12 of the Seattle Municipal Code, and adding it to
the Table of Historical Landmarks contained in Chapter 25.32
of the Seattle Municipal Code.
The Committee recommends that Full Council pass the
Council Bill (CB).

2015 Adopted Budget; authorizing the Director of Seattle
Public Utilities to acquire by negotiation or condemnation land
and all other necessary property rights located southeast of
the intersection of NW 54th Street and 24th Avenue NW,
Seattle, Washington for public drainage, wastewater, and
general municipal purposes, and to execute, accept and
record deeds and convenient documents and agreements
deemed by the Director to be necessary to this transaction on
behalf of the City; placing the conveyed real properties under
the jurisdiction of Seattle Public Utilities; amending Ordinance
124648 to increase appropriations to the Drainage and
Wastewater Fund for the acquisition of the aforementioned
property and ratifying and confirming certain prior acts.
The Committee recommends that Full Council pass the

County Metro Transit to purchase the transit service
necessary to implement Seattle Transportation Benefit District
Proposition 1.
