CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on February 23, 2015, pursuant to the provisions of the City Charter. The meeting was called to order at 2:00 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 8 - Burgess, Clark, Godden, Harrell, Licata, O'Brien, Rasmussen, Sawant Excused: 1 - Bagshaw C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 3 February 23, 2015 Attachments: Introduction and Referral Calendar Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. Motion carried and the Introduction and Referral Calendar (IRC) was adopted by the following vote: In Favor: 8 - Burgess, Clark, Godden, Harrell, Licata, O'Brien, Rasmussen, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the Agenda. E. APPROVAL OF THE JOURNAL The Journal of the Proceedings of the Seattle City Council meeting of February 9, 2015, was presented for approval. By unanimous consent, the Journal was approved and signed. Motion was made and duly seconded to pass Council Bill No. 118337. COMMITTEE REPORTS FULL COUNCIL 1. Res 31571 A RESOLUTION adopting the Seattle City Council 2015 Work Program. Motion was made and duly seconded to adopt Resolution No. 31571. CB 118303 AN ORDINANCE authorizing the Director of the Seattle Department of Transportation to execute an agreement between The City of Seattle and City Investors VII, LLC for a full block reconstruction of 8th Avenue North, between Thomas and Harrison Streets. Supporting Documents: Proposed Substitute Att A: Memorandum of Agreement ACTION 1: Motion was made by Councilmember Licata, duly seconded and carried, to amend Council Bill No. 118303, Attachment A, by substituting version 5 for version 4, as shown in the proposed substitute supporting document. ACTION 2: Motion was made and duly seconded to adopt Council Bill No. 118303 as amended. The Committee recommends that Full Council pass the Council Bill (CB) with a Divided Report. Res 31570 A RESOLUTION adopting the City of Seattle Privacy Principles governing the City’s operations, which will provide an ethical framework for dealing with current and future technologies that impact privacy, and setting timelines for future reporting on the development of a Privacy Statement and Privacy Toolkit for their implementation. The Committee recommends that Full Council adopt as amended the Resolution (Res). Res 31569 A RESOLUTION proposing that certain public-interest obligations be required of Comcast Corporation for its proposed merger with Time Warner Cable Incorporated in the event the merger is approved by the Federal Communications Commission. CB 118324 AN ORDINANCE relating to the Multifamily Housing Property Tax Exemption Program; amending Subsection 5.73.040.B of the Seattle Municipal Code to differentiate small efficiency dwelling units from other dwelling units for purposes of determining affordability requirements under the Multifamily Housing Property Tax Exemption Program. The Committee recommends that Full Council pass as amended the Council Bill (CB).
