CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on March 16, 2015 pursuant to the provisions of the City Charter. The meeting was called to order at 2:00 p.m., with Council President Burgess presiding. B. ROLL CALL Present: 6 - Bagshaw, Burgess, Clark, Godden, O'Brien, Rasmussen Late Arrival: 3 - Harrell, Licata, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 6 March 16, 2015 (Revised; 3/13/15 at 12:50 p.m.) Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 6 - Bagshaw, Burgess, Clark, Godden, O'Brien, Rasmussen Opposed: None Councilmember Harrell and Councilmember Licata entered the Council Chamber at 2:01 p.m. Councilmember Sawant entered the Council Chamber at 2:03 p.m. D. APPROVAL OF THE AGENDA Motion was made and duly seconded to adopt the proposed Agenda. Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Agenda by holding Agenda Item 1, until March 30, 2015. Council Bill 118330, an Ordinance relating to the City Light Department; amending Ordinance 123256, an Ordinance to clarify the role of and support for the City Light Review Panel. APPROVAL OF THE JOURNAL The Journal of the Proceedings of the Seattle City Council meeting of March 2, 2015 was presented for approval. By unanimous consent, the Journal was approved and signed. Min 5 March 2, 2015 F. PRESENTATIONS There were none. G. PUBLIC COMMENT Samuel Bellomio addressed the Council regarding a non-Agenda item. Queen Pearl addressed the Council regarding a non-Agenda item. By unanimous consent, the Public Comment at Full Council Rule was suspended to allow public comment for items relating to Save the Beach and the Woodland Park Zoo. David Pope addressed the Council regarding a non-Agenda item. Mike Williamson addressed the Council regarding regarding a non-Agenda item. Jay Berger addressed the Council regarding regarding a non-Agenda item. Glen Johnson addressed the Council regarding regarding a non-Agenda item. PAYMENT OF BILLS CB 118348 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill No. 118348. The Motion carried and the Council (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, Clark, Godden, Harrell, Licata, O'Brien, Rasmussen, Sawant Opposed: None I. COMMITTEE REPORTS ENERGY COMMITTEE 1. CB 118330 AN ORDINANCE relating to the City Light Department; amending Ordinance 123256 to clarify the role of and support for the City Light Review Panel. The Committee recommends that Full Council pass the Council Bill (CB). In Favor: 3 - Sawant, Clark, O'Brien Opposed: None The Council Bill (CB) was held. 2. Res 31568 A RESOLUTION establishing a 5-year budget review process and approving the proposed budget framework of the Skagit Environmental Endowment Commission for its fiscal years 2015 through 2018. The Committee recommends that Full Council adopt the Resolution (Res). CB 118329 AN ORDINANCE relating to water services of Seattle Public Utilities; revising certain water rates and charges for service to wholesale customers, and amending Seattle Municipal Code Subsection 21.04.440.E in connection therewith. The Committee recommends that Full Council pass the Council Bill (CB). In Favor: 3 - Bagshaw, Sawant, Harrell Opposed: None The Council Bill (CB) was passed by the following vote and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, Clark, Godden, Harrell, Licata, O'Brien, Rasmussen, Sawant Opposed: None 4. Appt 00020 Appointment of Richard J. Martin as member, Urban Forestry Commission, for a term of confirmation to December 1, 2017. The Committee recommends that Full Council confirm the Appointment (Appt). CB 118345 AN ORDINANCE vacating a portion of Delridge Way Southwest and other portions of Government Lot 3, in Section 13, Township 24 North, Range 3 East, W.M., on the petition of the Department of Finance and Administrative Services (Clerk File 311504); and placing it under jurisdiction of the Department of Finance and Administrative Services. The Committee recommends that Full Council pass the Council Bill (CB). In Favor: 3 - Rasmussen, O'Brien, Godden Opposed: None The Motion carried and the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, Burgess, Clark, Godden, Harrell, Licata, O'Brien, Rasmussen, Sawant Opposed: None J.
